$67,001.58 (Step 1) – $107,111.89 (Step 20) annually. The typical starting range is $67,001.58 – $73,957.10, depending on experience.

About the role
The Southern Nevada Regional Housing Authority (SNRHA) is recruiting a grant-funded FSS & Housing Counseling Supervisor to oversee all activities of the FSS and Housing Counseling Coordinators while case-managing a caseload of at least 25 FSS participants. Responsibilities include writing grants, ensuring HUD FSS grant compliance, providing housing counseling to FSS graduates for up to one year post-graduation, maintaining Housing Counseling standards, and ensuring compliance with SNRHA goals, policies, and state/federal laws.

Responsibilities
- Monitor, coordinate, and prioritize FSS program staff activities; review and approve documents; develop staff skills; evaluate performance; ensure compliance with laws, policies, regulations, and goals.
- Meet regularly with staff to offer support, resolve policy questions, and manage work activities; prepare reports on operations.
- Manage goals, objectives, policies, procedures, budgets, and priorities for the work group; ensure effective communication of FSS program strategies.
- Carry a caseload of FSS program clients; schedule and conduct meetings; assist clients in managing FSS contract obligations per HUD regulations.
- Provide counseling, advocacy, and support on financial issues; help clients resolve credit and compliance issues.
- Deliver FSS case management services: assess client needs, determine eligibility, and develop Individual Training and Services Plans.
- Monitor and quality-control FSS Coordinator and Housing Counseling files and escrow packets for compliance.
- Research, write, and submit grant applications; monitor grant status.
- Monitor service provider performance to ensure compliance with MOUs.
- Manage special assignments, including grant programs, scholarships, and special events.
This position is eligible to participate in the collective bargaining unit (SEIU).
Requirements
- Bachelor’s degree in Social Services, Public Administration, or a related field.
- Four (4) years of relevant public housing agency resident programs experience.
- HUD Housing Counselor Certification.
- Family Self-Sufficiency Coordinator Certification.
- Valid Nevada State-issued Driver’s License and a satisfactory driving record.
A combination of formal education and directly related work experience may substitute for the required degree. SNRHA assesses 1.5 years of full-time, directly related work experience as equivalent to one (1) year of education.
Skills
- Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills.
Preferred Qualifications
- Bilingual skills (English/Spanish).
- Experience working with affordable housing and diverse residents, including low-income, disabled, and elderly populations.
- One (1) year of supervisory experience.
Conditions of Employment
- Successful completion of a background investigation (education, criminal history, credit, fingerprints, and DMV).
- Pass a workplace drug test within 72 hours of a conditional offer (marijuana is restricted under Federal guidelines despite Nevada state law).
Physical Requirements
- Continuous gripping or feeling with hands; typing/repetitive movement; talking or hearing; sitting; reaching with hands and arms.
- Occasional climbing, balancing, stooping, kneeling, crouching, crawling, standing, and walking.
- Occasionally lift up to 25 pounds.
