Foster Care Case Manager Supervisor

Presbyterian Children’s Homes and Services (PCHAS) operates 12 programs in 39 locations, serving nearly 4,500 children and families each year. About the role
The FCCM Supervisor is responsible for supervising the Foster Care Case Management (FCCM) Team, as well as assisting with the development, implementation, and maintenance of treatment, care, and the Wraparound philosophy for children and families served by the foster care program. This role oversees case management for children assigned to PCHAS in their region, promotes effective utilization of support services, and ensures permanency for children and families. The Supervisor provides guidance, support, and performance evaluations for up to seven Foster Care Case Managers (CMs) or six CMs and a Lead Case Manager.
Responsibilities
- Follow all contractual and agency policies, procedures, and ensure seamless delivery of services to children and their families.
- Promote contract compliance within the FCCM Team and ensure Case Managers (CMs) fulfill contract standards and requirements.
- Assist with documentation audits to ensure compliance, accuracy, and best practices.
- Assign new referrals to CMs and provide oversight of full case management services from assignment until case closure or transfer.
- Maintain a focus on overall treatment of children and families, including the Wraparound Process, Signs of Safety, 5 Domains of Wellbeing, behavioral management interventions, and moving children to permanency while maintaining them in a safe, least restrictive, stable setting.
- Responsible for maintaining specified average costs of care for all assigned clients, ensuring CMs stay within budget.
- Ensure authorizations are entered monthly by CMs and approve authorizations and check requests regularly.
- Review overhead costs of the team and make spending decisions based on available funding.
- Provide supervision for CMs, including weekly individual supervision for newer CMs and a minimum of once per month for experienced CMs.
- Facilitate twice-monthly team meetings and keep the team informed of goals, objectives, policies, accomplishments, and issues.
- Provide professional development opportunities to the team.
- Ensure CM compliance with data entry, including documentation of all activities in FACES (state online database system) and CSWIS (consortium online database system) in a timely and accurate manner.
- Represent PCHAS to the professional community with strong verbal and written communication skills.
- Build and maintain positive community relationships with Children’s Division personnel, placement and treatment providers, schools, and agency partners.
- Build and maintain rapport with children, parents, and families; actively manage and resolve conflicts.
- Work a flexible schedule, as approved by the Regional Director, to meet the needs of families (often outside of normal working hours).
- Provide crisis intervention services as needed.
- Inform the FCCM Team of consortium and agency goals and objectives, and uphold individual strengths and accomplishments.
- Provide learning opportunities for Foster Care Case Managers through discussion, modeling, and professional development strategies.
- Maintain confidentiality and HIPAA standards for all assigned clients and families.
- Operate computers using agency-approved software programs and other office machines.
Requirements
- Possess or be currently enrolled in a master’s degree in social work, psychology, counseling, education, criminal justice, or a related human services field.
- Minimum of one (1) year of supervisory experience and three (3) years of experience providing Wraparound services, community-based services, and/or case management services.
- Good knowledge of Wraparound services, Missouri State Children’s Division practices, Missouri Department of Social Services funding streams, Missouri service systems, and experience in program development and administrative issues.
- Strong leadership and interpersonal skills, with the ability to use big-picture thinking to plan and problem-solve.
- Ability to analyze variables and choose the most effective course of intervention at any given point in time.
- Handle novel and diverse work problems on a daily basis.
- Personal maturity and the ability to resolve problems, handle conflict, and make effective decisions under pressure.
- Long attention span to listen, perceive real problems, and bring issues to a successful conclusion.
- Ability to work with people from various ethnic groups in a culturally competent manner.
- Valid driver’s license, risk-free driving record, and reliable transportation.
- Willingness to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and childcare/elder care disqualification list screenings.
- Submit fingerprints for review by the state of employment and the Federal Bureau of Investigation (FBI) as requested.
- Undergo a pre-employment drug screen and physical showing no evidence of communicable disease.

Pay
$55,000–$60,000 annually.
Schedule
Exempt status. Works in a typical office setting, from home, or other community locations as established by a flexible work agreement. Requires availability outside of normal working hours to meet the needs of families.
