Foreman (Utility)

Summary

Supervises and coordinates workers engaged in the construction, installation, and repair of roadways and utilities (earthwork/grading).

Essential Duties & Responsibilities

• Reviews documents and plans, ensuring all questions are answered before proceeding
• Examines blueprints, plans, and profiles to determine structure dimensions
• Directs and trains crew in performing work per contract drawings and specifications within production budget
• Acts as OSHA-defined "competent person" on job
• Selects materials to ensure conformance with project provisions
• Plans ahead to ensure materials are on hand when needed
• With Superintendent and Project Engineer, plans sequence of activities in two-week schedule planning
• Assigns workers to tasks such as operating machinery, installing trench boxes, installing pipes, etc.
• Inspects subcontractor work for specification conformance
• Supervises workers engaged in utility installations and grading for roadwork
• Studies production schedules and estimates worker hour requirements
• Knows crew members by name; maintains contact list
• Conducts daily "Huddle" with crew: explains work to be accomplished and how to accomplish it; trains inexperienced members
• Interprets company policies; enforces disciplinary procedures
• Evaluates ongoing safety issues and makes changes where necessary; enforces safety regulations and PPE use
• Establishes or adjusts work procedures to meet production schedules
• Recommends improvements to production methods, equipment performance, and quality
• Suggests changes in working conditions and equipment use to increase efficiency
• Analyzes and resolves work problems or assists workers in solving them
• Initiates or suggests plans to motivate workers to achieve goals
• Maintains detailed and accurate time sheets with verified quantities and work locations; submits on time
• Keeps job team informed of progress and problems
• Estimates, requisitions, and inspects materials
• Sets up machines and equipment and supervises use
• Maintains detailed daily job diary
• Holds meaningful weekly safety meetings and files reports on attendance and content
• Performs activities of workers supervised
• Minimizes punch list; finishes work activities

Supervisory Responsibilities

• Responsible for overall direction, coordination, and evaluation of the Crew
• May manage 1 Lead Person who supervises 2–3 employees; also directly supervises 3–5 non-supervisory employees
• Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining; addressing complaints and resolving problems

• Five years related experience and/or training
• Experience with water/storm/sewer pipe installation, grading for roadways, etc.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
• Ability to write routine reports and correspondence
• Ability to speak effectively before groups of customers or employees
• Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent
• Ability to apply common sense understanding to carry out written, oral, or diagram-form instructions
• Ability to deal with problems involving several concrete variables in standardized situations

Pay

Expected base hourly range: $40/hr – $50/hr. Compensation decisions consider education, experience, licensure, certifications, geographic location, and internal equity.
