About the role
This position manages the entire USDA Food Distribution program for Siletz and other qualifying Indians in the greater Willamette Valley area. As department director, it supervises, directs, and evaluates the activities of the Food Distribution team, consisting of one clerk, one or more trainees, and community service workers. The role also coordinates nutrition education provided by Community Health Representatives and Advocates and other services provided by volunteers. Food distribution and related nutrition education are provided to improve the physical well-being of Native Americans when other resources are not available.
Responsibilities
- Office: Plan, develop, conduct, and evaluate a food distribution program based on projecting number of clients and needs.
- Prepare or review and select culturally appropriate informational materials for dissemination to clients, tribal newsletters, and other groups or consumers.
- Encourage individuals to assume personal responsibility for improving their health and provide practical assistance in accomplishing their goals.
- Prepare oral or written reports to summarize activities and progress at regular intervals, or for periodic and special reports.
- Certify low-income households by determination of income, household size, and residency.
- Enter data into the USDA computer system.
- Prepare monthly inventory reports and maintain computer system reports.
- Review client files and client data by county, income, and household size on an ongoing basis.
- Maintain daily, weekly, and monthly records for freezer temperatures, inventory, etc.
- Maintain adequate filing procedures to maintain case files.
- Order and accept monthly food and fresh produce orders.
- Conduct periodic program reviews.
- Plan work to be accomplished by subordinates, set priorities, and prepare schedules for completion of work.
- Assign work to subordinates based on priorities, difficulty, and the requirements of the assignments, as well as the capabilities of employees.
- Provide advice, counsel, or instruction to individual employees on both work and administrative matters.
- Direct activities to ensure responsiveness to client and program needs.
- Perform other duties as necessary and as requested by the Programs Director in areas of expertise.
- Warehouse: Stack and move heavy boxes of commodities in both the Siletz and Salem warehouses as needed.
- Assist in loading and unloading delivery and refrigerated trucks by hand and by operating a forklift as needed.
- Perform pest and rodent control.
Supervisory Responsibilities
- Carry out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws.
- Interview, recommend for hiring and dismissing employees, train employees, plan, assign, and direct work, appraise performance, reward and discipline employees, address complaints, and resolve problems.
- Establish budgets, stay within budgets, and perform budget reconciliations, program audits, staffing issue resolution, program compliance, and training.
Requirements
- Associate’s degree in Nutrition, Social Services, or a related field.
- Two years of experience in food service, warehousing, or public assistance programs, OR an equivalent combination of education and/or experience.
Required Trainings
- Obtain forklift certification within 6 months of hire.
- Obtain certifications for assigned Integrated Food Management System (IFMS) trainings within 6 months of hire.
- Complete Nutrition Education trainings and certifications within 12 months of hire.
- Complete Civil Rights Training within 6 months of hire.
- Complete Disaster Emergency training within 12 months of hire.
Knowledge Of
- Provides administrative support through telephone reception, scheduling, maintaining accurate records, and preparing correspondence.
- Sanitation principles, practices, and procedures related to warehousing operations, including safe food handling, storage, transportation, and distribution of commodities.
- Warehouse procedures including receiving, storing, and inventory management.
- Utilizing computer software and database management programs.
- Operation of hand lift truck.
Experience In
- Ensuring compliance with Federal regulations governing USDA food distribution programs, Supplemental Nutrition Assistance Program (SNAP), and related entitlement programs.
- Establishing and maintaining positive relationships with state and federal agencies, program staff, and clients who participate in commodity programs.
- Supervising volunteer line workers as needed in the absence of the USDA Manager.
- Operating standard office equipment, including a 10-key calculator (by touch) and standard warehouse equipment.
- Communicating effectively, both orally and in writing.
- Working independently.
Other
- Must be a dependable self-starter and able to work independently under minimal supervision.
- Must be willing to travel and work some weekends and evenings.
- Must possess a valid Oregon State driver’s license, insurance, and be eligible to drive a GSA vehicle.
Pay
$26.40 per hour
