FOIA Analyst
About the Role
Amentum is seeking a FOIA Analyst to support an Intelligence Community (IC) customer onsite. The role involves responding to public and official requests for review and release of classified and/or sensitive information under the Freedom of Information Act (FOIA), Privacy Act (PA), or Executive Order 13526 Mandatory Declassification Review (MDR).
Responsibilities
- Respond to complex FOIA, PA, and MDR cases, including litigation and appeals, demonstrating extensive knowledge of exemptions and administrative requirements.
- Assess new requests, coordinate with subject matter experts (SMEs), analyze response adequacy, and conduct equity reviews with other IC elements.
- Prepare high-quality, error-free documents for Government action and maintain case trackers, scorecards, and calendars.
- Develop and deliver training on FOIA and privacy processes, or review and update existing training content for customer staff.
- Proofread and peer-review artifacts from other contract staff to ensure timely, accurate, and error-free deliverables.
- Document and maintain Standard Operating Procedures (SOPs) for all activities within the Information Review and Release Group (IRRG).
- Engage with customer and IC working groups (e.g., IMC, Difficult Issues Forum) as directed by the Government.
- Author, develop, comment on, or update interagency issuances on complex topics, including formal recommendations presented as peer-reviewed memos.
- Assess the adequacy of search responses and present findings to the Government.
- Track and update case statuses using customer tools and provide inputs to annual compliance reports.
- Support compliance with FOIA/PA/MDR by assisting offices such as the Office of the General Counsel (OGC), Office of the Inspector General of the IC (ICIG), Office of Legislative Affairs (OLA), and others.
- Draft or review documents for technical corrections in Congressional testimony, budget presentations, issue papers, and talking points related to FOIA/PA/MDR.
- Assist Government Leads in assessing capability needs, opportunities, and gaps to align resources with strategy.
- Identify interdependencies across IC strategic plans and review alignment of IC component plans.
- Develop venues for addressing complex IC issues, fostering shared perspectives and commitment to action.
- Serve as the on-site Key Personnel Team Lead, coordinating daily tasks, ensuring sufficient staffing support, and managing leave schedules.
- Ensure ODNI information cleared for public release is available for inspection, copying, or downloading per applicable law and Government direction.
- Enable enforcement of the right to access records, subject to statutory exemptions, and ensure individuals can amend records containing their personally identifiable information.
- Prohibit access to individual information without knowledge and consent, in accordance with applicable law.
Requirements
- Active TS/SCI clearance with Polygraph.
- Experience responding to public and official requests for review and release of classified and/or sensitive information under FOIA, PA, or MDR.
- Experience ensuring information cleared for release is available for public inspection or downloading.
- Ability to enable enforcement of the right to access records, subject to statutory exemptions.
Pay
$98,000 to $148,000 per year. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
