Location: Nashville, TN (primarily West Tennessee with some potential for Middle Tennessee). This position requires a criminal background check.

Pay

$5,100.00 - $7,646.00 monthly ($61,200.00 - $91,752.00 annually).

Schedule

Full-time. 25% to 50% travel to subrecipient locations, including some overnight travel.

Qualifications

Education and Experience:

  • Graduation from an accredited college or university with a bachelor's degree in accounting and experience equivalent to three years of full-time professional accounting or auditing work.
  • Graduation from an accredited college or university with a bachelor's degree including thirty-six quarter hours in accounting and experience equivalent to three years of full-time professional accounting or auditing work.
  • Substitution of Graduate Education for Experience: Graduate coursework credit received from an accredited college or university in accounting may substitute for the required experience on a month-for-month basis to a maximum of one year (e.g., 36 graduate quarter hours in accounting may substitute for one year of the required experience).
  • Designated as a Certified Public Accountant (CPA) and experience equivalent to one year of full-time professional accounting or auditing work.

A transcript is required for a proper evaluation for this class.

Necessary Special Qualifications: None.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

This position requires candidates to meet State of Tennessee driver standards, including a valid driver's license and a clean driving record for the past five years (no DUI, reckless driving, license suspension for moving violations, or more than 4 moving violations).

About the Role

Accountant 3 will work under the immediate supervision of the Director of Subrecipient Monitoring and Audit. This is a professional-level subrecipient monitoring field that requires self-motivation, organization, and discipline. The role involves providing guidance, education, and technical assistance to subrecipient grantees throughout the monitoring process. The employee must interpret fiscal requirements of SAMHSA, OMB, 2 CFR 200, 45 CFR, State requirements, and grant contract requirements. Knowledge of EDISON is a plus. Excellent customer service skills are essential.

Supervision is initially close but becomes more general as the employee learns procedures and practices.

Responsibilities

  • Assists in conducting compliance monitoring of grantee agencies receiving state or federal funds to determine statutory compliance.
  • Examines documentation including financial statements, bank statements, balance sheets, purchase invoices, and payroll records to ensure compliance with federal and state regulations.
  • Conducts financial monitoring of private sector companies to ensure compliance with federal and state regulations.
  • Prepares draft monitoring narrative reports from work paper summaries under direct supervision to document monitoring results, communicate findings, and make recommendations for corrective actions.
  • Analyzes the extent and severity of discrepancies to make recommendations.
  • Interprets departmental policies, procedures, rules, and regulations for internal personnel and external grantees.
  • Documents work performed during monitoring according to departmental standards, policies, and procedures for review by the assigned supervisor.
  • Documents communications with grantees related to the monitoring process.
  • Documents completion of each step of the assigned monitoring program.
  • Learns to conduct research on federal, state, and department policies, procedures, rules, and regulations to assist in developing the monitoring program for testing.
  • Learns to gather information from external grantees and internal personnel to gain an understanding of their operations.

Extensive knowledge of general ledgers and financial statements is required.
