Fiscal Officer ADMINISTRATOR I
Main Purpose of Job
The main purpose is to assist in planning, development and management of the budget of the Division of Occupational and Professional Licensing (O&P) and its twenty-five constituent sub-programs. Assist in the development of the indirect cost allocation plan for the division. Oversees the accuracy of all data elements of the plan and works on an ongoing basis with the Office of Administration (OOA) with respect to the plan.
Position Duties
- Budget preparation by keeping track of personal changes and other expenses.
- Works with Office of Administration (OOA) in the development of any division related budget amendments.
- Aid in the development and management of the indirect cost allocation plan for the spreading of divisional and departmental expenses among the individual regulatory sub-programs which comprise the division.
- Maintains monthly expenditures activity for accuracy regarding types of expenditures and funding sources.
- Prepares financial management projections, encumbrances and other relevant factors.
- Prepares the Monthly and Fiscal Year to Date reports of OAG hours. The Fiscal Year to Date and the Monthly reports summarize legal hours broken down by the board and staff for the current and previous fiscal year.
- Responsible for the execution of credit card chargebacks through the PayPal System. Records credit card chargeback transactions in AS400 in the E-licensing Revenue Menu option.
- Notifies the Executive Directors when credit card chargeback transactions cannot be processed and provides direction to remedy this situation.
- Reviews SSN Reviews Requisitions in FIMS Purchasing. Compares the requested dollar amount to the Appropriated Budget amount to ensure funding is available to cover the expenditure.
Minimum Qualifications
- Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
- Experience: Four years of administrative staff or professional work.
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Desired Or Preferred Qualifications
Preference will be given to applicants who possess the following preferred qualifications (s): Experience in preparing or overseeing budgets, directing and coordinating fiscal activities, reviewing and responding to audit requests, and managing employees. Experience Managing a Government Program Or Other Organizational Programs. Experience developing, implementing, and evaluating policies, plans, and programs, including accounting, budgeting, and auditing experience.
Special Requirements
- Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
