About the role
The Fiscal Manager provides administrative support to the Executive Director in the financial, business, and program operations of New Horizons Crisis Center (NHCC). This is an independent contractor position requiring approximately 20–25 hours monthly (7 hours biweekly).
Responsibilities
- Process, review, and record the following in the NHCC general ledger and grant accounting activities:
- Cash receipts, deposits, and bank transfers
- Payroll transactions, including payment of payroll liabilities and tax deposits
- Accounts payable, expense reimbursements, and cash disbursements
- Preparation and entry of necessary general journal entries
- Monthly bank account reconciliations
- Balance sheet and revenue/expenditures vs. budget financial reports
- Monthly and quarterly grant reports, if applicable or requested by the Executive Director
- Prepare and process biweekly payroll:
- Print and distribute payroll checks
- Make tax withholding and Roth IRA or Tax-Deferred Annuity payments to various governmental agencies and retirement companies
- Maintain employee PTO accrual records
- Prepare quarterly payroll tax and wage reports:
- IRS Form 941s
- State of Minnesota Department of Revenue MW-1 Employer’s Quarterly Withholding Return
- State of Minnesota Department of Economic Security Employer’s Quarterly Wage Report
- Quarterly expense/cost allocations, including allocation of expenses to individual programs and administrative expenses to individual programs
- Quarterly grant reports if applicable or requested by the Executive Director
- Assist with the preparation of annual payroll tax and wage reports:
- IRS Forms W-2
- IRS Form W-3
- State of Minnesota Department of Revenue MW-6 Year-End Withholding Return/Reconciliation
- IRS Forms 1099 Miscellaneous Income
- IRS Forms 1096 Annual Summary of Transmittal of U.S. Information Returns
- Assist with the Annual Audit:
- Prepare and solicit auditor Request for Proposals, as requested
- Prepare fiscal year-end adjusting entries
- Prepare fiscal year-end financial reports
- Assist auditor during fieldwork
- Provide fiscal support to the Executive Director:
- Participate in the fiscal year budgeting process, including assistance with planning the annual operating budget
- Assist with preparation of annual grant applications and reports
- Prepare and enter grant budgets
- Complete non-routine correspondence regarding accounting/financial data or transactions
- Provide additional service at the request of the Executive Director and/or Board of Directors
- Maintain the NHCC administrative filing system
- Prepare forms, reports, and schedules for the Executive Director as necessary
- Inform the Executive Director of potential problems noticed
- Ensure all NHCC accounting and funding complies with state and federal requirements
- Implement internal fiscal controls to assure integrity, accountability, and safety of the fiscal system
- Maintain client confidentiality and reporting criteria as defined by law
- Perform related work as assigned
- Perform other duties and assume additional responsibilities as directed by the Executive Director to ensure efficient operations
Pay
$25.00 - $35.00 per hour (negotiable), depending on education, knowledge, experience, and skills.
Schedule
Approximately 20–25 hours monthly (7 hours biweekly).
