FISCAL MANAGER – HUMAN SERVICES

About the role

The Fiscal Manager assists the Finance Director in administering and managing the County’s financial resources for Human Services. Responsibilities include providing fiscal support to DHS staff, leadership, boards, and elected officials; advising on budgetary, accounting, grant claiming, billing, information systems, contract management, payroll, and related matters; and supervising Human Service fiscal functions. The role oversees contracting, accounts payable, and Medicaid billing for a nine-county consortium under a Medicaid program. Direct reports include four Accountants and five Account Assistants.

Responsibilities

• Assist the Finance Director in overall administration and management of the County’s financial resources for Human Services.
• Provide professional fiscal support to DHS fiscal staff, Human Services Director, Managers, Supervisors, Health and Human Services Board, Aging and Disability Board, elected officials, County Administrator, and County Board members.
• Advise, assist, and direct human service fiscal staff in budgetary, accounting, grant claiming, billing, information systems, contract management, payroll, and related matters.
• Supervise, develop, plan, organize, and direct Human Service fiscal functions.
• Develop, implement, and maintain office systems and procedures.
• Provide responsive, courteous, and efficient service to county residents and the general public.
• Oversee contracting, accounts payable, and Medicaid billing transactions for a nine-county consortium providing Medicaid services.

Requirements

• Bachelor’s degree in Accounting or Business.
• Three years of recent accounting or finance-related experience.
• Previous supervisory experience.
• Must be bondable.

Preferred Qualifications

• Experience with Medicaid billing.
• Recent human service accounting experience.

Pay

Starting wage: $35.66 – $39.62 per hour, depending on qualifications. Maximum wage: $47.54 per hour.
