Fiscal Management Analyst Intern

Want a front-row seat to how North Dakota's state budget and public policy come together? The North Dakota Office of Management and Budget (OMB) is looking for a curious, motivated student to join our Fiscal Management Analyst team during the 2027 Legislative Session.

About the role

This isn't an internship where you'll spend the semester watching from the sidelines. You'll be in legislative committee hearings, tracking decisions that impact the Governor's executive budget, analyzing financial and budget information, and working alongside the team responsible for helping develop and manage the state's budget.

Responsibilities

  • Attending legislative committee hearings and serving as the team's eyes and ears by capturing key discussions, decisions, questions, and changes impacting the executive budget.
  • Tracking bills, amendments, appropriations, and other legislative activity throughout the 2027 legislative session.
  • Analyzing budget and financial information using Excel to identify trends, variances, and potential impacts.
  • Researching state agency budgets, programs, funding, and policy issues.
  • Preparing clear summaries, spreadsheets, and reports that help the team identify key information and follow-up needs.
  • Contributing to special projects and working alongside Fiscal Management Analysts throughout the legislative session.
  • Seeing firsthand how OMB, the Governor's Office, state agencies, and the Legislative Assembly work together throughout the state budget process.

Qualifications

You don't need to be an expert in state government or budgeting. We'll provide training, mentorship, and support throughout your internship. We're looking for someone who is ready to learn, asks thoughtful questions, and is interested in connecting the dots between finance, policy, and government.

You'll be successful in this role if you:

  • Are comfortable using Microsoft Excel and working with data.
  • Bring strong attention to detail and stay organized while managing multiple priorities.
  • Listen carefully and can identify and communicate the information that matters.
  • Communicate professionally and are comfortable working in legislative hearings and other public settings.
  • Use good judgment, take initiative, and know when to ask questions or seek additional information.
  • Are interested in learning how government, policy, and finances connect.

Minimum Requirements

  • Be currently enrolled at an accredited college or university.
  • Be pursuing a degree in finance, accounting, political science, economics, business, public administration, public policy, or a related field.
  • Be enrolled as a full-time student at sophomore status or above.
  • Maintain a cumulative GPA of at least 2.0 on a 4.0 scale.

This internship gives you the opportunity to move beyond the classroom, contribute meaningful work, and learn directly from professionals involved in the state budget process. By the end of your internship, you'll have real-world experience in financial analysis, legislative tracking, research, communication, and public service, along with a deeper understanding of how North Dakota government works and how the state's budget is built.

Pay

Starting Hiring Rate: $18.00/hour

Schedule

  • Work Style: Onsite in Bismarck at the North Dakota State Capitol Complex
  • Hours per Week: Approximately 15–20 hours per week with flexibility to accommodate class schedules
  • Internship Duration: Spring 2027 semester, based on student availability and business needs
