About the role

You will serve as a senior member of Code 6186, Shipboard and Field Operations, within the Navy Technology Center for Safety and Survivability.

Responsibilities

• Develop germane proposals, appropriate program business plans, financial plans, establish staffing requirements and imposed resource limitations.
• Select and direct program-specific integrated product teams.
• Document and effectively communicate Research Development Testing and Evaluation results by authoring technical reports and presenting concise, informative briefings to SES and/or Officer audiences.
• Formulate and guide solutions to very difficult problems in advancing damage control technology and fire research.
• Resolve problems recognized as critical obstacles to progress or development in areas of exceptional interest.
• Review, approve, and ensure overall quality of reporting of technical products from programs conducted within Code 6186.
• Prepare and deliver invited or contributed presentations/papers at national/international technical conferences.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the basic education requirement for the 0804 series, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/13 grade level or NP-03 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties:

• Utilizing knowledge of Navy ship design and HM&E/fire protection systems, germane naval platform damage control doctrine, and firefighting experience;
• Knowledge of existing National Fire Protection Association (NFPA) standards and the International Maritime Organization (IMO) approval process as they pertain to fire protection system development and testing; and
• Designing and developing fire test protocols and developing new doctrine based on fire test findings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual for the 0804 series:

• Successful completion of a professional engineering degree. To be acceptable, the program must lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any state, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., state grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or
• Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or
• Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
