Financial Reporting Analyst

About the role

This position is based in the Administrative & Fiscal Services (AFS) division and contributes to building a positive internal culture at DEED. The incumbent will perform high-level financial management and accounting work for an agency of approximately 1,700 employees across 50 locations throughout Minnesota.

Responsibilities

  • Lead the single audit and submission of the agency’s Schedule of Expenditures of Federal Awards (SEFA) and Annual Comprehensive Financial Report (ACFR) processes.
  • Develop insightful reporting for all divisions and units related to SEFA and ACFR deliverables.
  • Serve as the agency expert in financial reporting to ensure accurate current, historical, and projection information is available to agency management.
  • Design and maintain financial operations to ensure appropriate budget systems, policies, and procedures support established goals while complying with industry guidelines (GAAP, GASB), legislative intent, and good business practices.
  • Administer extensive accounting and technically complex systems, including Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), fiscal Internal Audit (IA), and Oracle Business Intelligence Enterprise Edition (OBIEE) warehouses.
  • Collaborate with the Budget Director to develop procedures and policies for state and federal financial reporting in compliance with best practices and legal standards.
  • Provide backup services to the Financial Planning and Analysis business unit, requiring extensive accounting and technical system knowledge of complex systems.
  • Lead periodic review, evaluation, and assessment of reporting activities.
  • Adjust and respond to situations as they occur with minimal direction.

Requirements

One (1) year of experience in accounting, financial reporting, or government accounting. A bachelor’s degree in accounting, financial management, grant management, business, or a closely related field may substitute for one year of experience; a master’s degree may substitute for eighteen (18) months of experience.

Qualifications

  • Experience creating and interpreting the Annual Comprehensive Financial Report (ACFR) and Schedule of Expenditures of Federal Awards (SEFA) for the single audit report.
  • Experience creating and interpreting complex fiscal records and reports, recognizing reporting problems, and understanding their effects as they relate to federal laws, state statutes, and department policies.
  • Experience creating financial statements and reports while applying Generally Accepted Accounting Practices (GAAP).
  • Strong communication skills to establish and maintain effective working relationships at all levels of the agency and provide excellent customer service.
  • Ability to lead periodic review, evaluation, and assessment of reporting activities.
  • Ability to adjust and respond to situations with minimal direction.
