About the role

The Minnesota Department of Corrections’ Office of Financial Management is rebuilding how financial work gets done. We are seeking an exceptional Financial Policy Design and Engagement Strategist to transform complex financial rules, procedures, and business processes into content that employees can actually use.

You will work with experts in accounting, budgeting, procurement, grants, internal controls, payroll, and other financial areas. They will bring technical expertise; you will bring the discipline of an excellent technical writer: asking precise questions, identifying missing information, organizing complex material, writing in plain language, maintaining consistency, and turning dense requirements into practical instructions, job aids, training content, and digital resources.

This is not primarily a public-relations position, and it is not a role in which you will wait for polished drafts. You will frequently begin with an outdated policy, a statewide requirement, notes from several subject-matter experts, inconsistent procedures, screenshots, and a partially documented workflow. Your responsibility will be to turn those materials into a coherent, accurate, accessible product and move it through review and publication.

This is also a new role in a rapidly evolving and highly collaborative environment. The Financial Policy Design and Engagement Strategist serves as the Office of Financial Management’s subject-matter expert in the design, communication, and learning integration of agency financial policies and procedures. This position ensures that financial policies are accurate, accessible, and effectively understood across the Department of Corrections. The incumbent combines expertise in policy analysis, plain-language editing, instructional design, and digital communication to improve compliance, engagement, and operational consistency across all divisions.

The position leads efforts to catalog, standardize, and maintain OFM’s financial policy and procedure library; ensures alignment with state and agency standards; and develops innovative multimedia tools (such as explainer videos, quick-reference guides, and interactive learning modules) to communicate complex financial processes in clear, engaging, and user-focused ways. The role is not expected to independently determine substantive accounting, budget, procurement, or legal requirements. Instead, it will consult the appropriate experts and take ownership of turning their knowledge into accurate, usable, and consistent policy products.

This position reports directly to the Chief Financial Officer and does not formally supervise employees. It will, however, provide functional direction to project teams and agency staff during policy and procedure development and implementation.

Responsibilities

  • Write and substantially revise financial policies and procedures. Turn complex financial requirements, interviews, source documents, and existing materials into clear and usable policies and procedures. Identify missing information, organize content logically, and work with subject-matter experts to preserve technical accuracy.
  • Maintain the financial policy and procedure library. Organize OFM’s policies, procedures, job aids, and related resources into a dependable and well-managed library. Track ownership, review dates, versions, approvals, cross-references, and publication status so employees can trust that they are using current information.
  • Develop plain-language communication materials. Create summaries, FAQs, checklists, announcements, decision tools, briefing materials, and other resources that explain what a financial requirement means in practice. Tailor content to different audiences while meeting accessibility, branding, and plain-language standards.
  • Create learning and multimedia content. Translate policies and financial processes into engaging learning resources, including visual guides, process maps, video scripts, quick-reference tools, and e-learning content. Test materials with users and refine them based on feedback and comprehension.
  • Coordinate policy review and publication. Manage the movement of documents from initial drafting through review, approval, and final publication. Track comments, follow up with reviewers, reconcile conflicting feedback, and raise unresolved issues when leadership decisions are needed.
  • Evaluate whether the content is working. Use employee questions, survey results, training data, website analytics, and recurring errors to identify where guidance is unclear or difficult to use. Recommend improvements to writing, document structure, navigation, training, and access to financial information.

Requirements

  • Two (2) years of experience supporting policy drafting, creation, or revision.
  • An Associate’s degree in technical communication, English, journalism, communications, public administration, instructional design, business, finance, education, or a closely related field may substitute for 6 months of experience; a Bachelor’s degree in a field above may substitute for one (1) year of experience; or a Master’s degree in a field above may substitute for 18 months of experience.
  • Proficiency with Microsoft Office applications, such as Excel and Word, and Adobe Reader.
  • Considerable skill in planning, organizing, prioritizing, coordinating, and implementing program objectives.
  • Written communication and drafting skills sufficient to produce clearly understood policy drafts and revisions in plain language.
  • Strong written and verbal communication skills with proficiency in business English, spelling, grammar, and composition.
  • Demonstrated organizational and problem-solving skills and the ability to handle multiple and competing priorities in an effective manner.

Preferred Qualifications

  • An advanced degree in technical communication, English, journalism, communications, public administration, instructional design, business, finance, education, or a closely related field.
  • Experience writing policies, procedures, standards, manuals, or technical guidance in a government, finance, compliance, legal, healthcare, education, or similarly regulated environment.
  • Experience with SharePoint or another content-management system.
  • Experience creating process maps, job aids, decision trees, or visual instructions.
  • Experience developing e-learning, video scripts, storyboards, or adult-learning content.
  • Experience using Adobe Creative Suite, Canva, Articulate, Captivate, or similar tools.
  • Knowledge of digital accessibility standards.

Physical Requirements

The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening prior to hire.

Additional Requirements

  • The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations, and/or other applicable background information in accordance with Department of Corrections’ policy.
  • Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
  • Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
  • New employees will be fingerprinted within the first 30 days of employment.
  • The Minnesota Department of Corrections (DOC) does not participate in E-Verify. The DOC will not sponsor applicants for work visas, including F-1 STEM OPT extensions. All applicants must be legally authorized to work in the United States.

Pay

$24.40 - $35.30 / hourly; $50,947 - $73,706 / annually
