About the role
Directs the preparation, analysis, and execution of the NAF annual operating budget, APF/NAF support budget, Capital Purchases and Minor Construction (CPMC), and major NAF/APF construction budgets. Oversees NAF procurement functions, Five Year Plan, cost and economic analysis, efficiency studies, and organization functional analysis. Formulates and maintains a system of internal management controls, establishes policies, plans, procedures, reviews, and audits. Provides financial oversight for installation private organizations and certifies fund availability for expenditures. Ensures APF and NAF operating fiscal budgets are synchronized and balanced according to fund sources.
Executes, monitors, coordinates, and provides oversight to operating and reimbursable budget programs. Gathers, verifies, and consolidates budget/financial data for spreadsheets and presentations. Researches, verifies, and revises budget/program data, prepares funding justifications, consolidates budget requests, requests additional funds, and monitors expenditures. Evaluates financial statements and prepares reports and presentations. Supervises staff and performs related administrative duties.
Responsibilities

- Conduct cost and economic analysis, efficiency studies, and organization functional analysis.
- Formulate and maintain internal management controls; establish policies, plans, procedures, reviews, and audits.
- Provide financial oversight for installation private organizations and certify fund availability for expenditures.
- Use automation software and hardware to perform analytical, technical, and administrative tasks.
- Ensure APF and NAF operating fiscal budgets are synchronized and balanced according to fund sources.
- Execute, monitor, coordinate, and oversee operating and reimbursable budget programs.
- Gather, verify, and consolidate budget/financial data for spreadsheets and presentations.
- Research, verify, and revise budget/program data; prepare funding justifications and monitor expenditures.
- Evaluate financial statements and prepare reports and presentations.
- Supervise staff and perform related administrative duties.
Requirements

- Must meet qualification, eligibility, and background requirements for the position.
- Must satisfactorily complete an employment verification (E-Verify) check.
- A one-year probationary period may be required.

Qualifications

- Ability to perform duties using generally accepted accounting principles (GAAP).
- Work experience interpreting and assessing program financial performance using standard financial management systems.
- Work experience interpreting balance sheet and profit and loss statement results.
- Work experience applying commercial budgeting techniques.
- Supervisory experience directing technical and professional financial management operations.
- Progressively responsible work experience in budget or finance, with knowledge of APF/NAF regulations on budgetary processes.
- Knowledge and ability to balance funds between accounts, including transferring funds between line items or identifying excess funds.
- Excellent organizational skills.
- Highly skilled in written and verbal communications; able to deal tactfully and effectively with employees at all levels.
- Proficient in Microsoft Windows, Word, Excel, and other required software.
- Able to meet stringent deadlines in a fast-paced environment.
Preferred Qualifications
- At least three years of work experience with NAF budget planning and execution, including applying financial accounting principles, fiscal management, budget preparation, payroll management, internal controls, and financial systems reporting.
- Experience coordinating manpower and staffing issues with NAF personnel office and Epay systems.
- Experience analyzing monthly NAF financial reports, including budget variance, Major Construction/Restoration, CPMC execution, and cash flow projections.
- Financial management experience executing acquisition and financial management plans, including resource allocation for APF and NAF budgets and analysis of financial data.
