About the role

As a Financial Management Specialist, you will develop, compile, review, analyze and edit budgets, workload requirements, guidance and implementation instructions.

Responsibilities

  • Budget Formulation and Analysis: Develops, compiles, reviews, and analyzes budget estimates for the Command Operating Budget, ensuring compliance with policies and procedures from higher authorities. Revises and edits narrative and statistical data for inclusion in district budgetary reports.
  • Budget Execution and Monitoring: Monitors budgeted versus actual expenditures by reviewing accounting records and budgetary reports. Advises office chiefs and operating managers on the status and availability of funds and operating budgets.
  • Civil Works Budgeting: Prepares the Civil Works Automated Budget and supporting schedules for various appropriations. Generates a variety of budgetary and financial reports covering the status of funds, obligations, and expenditures.
  • Customer Order Management: Administratively and financially controls customer orders from federal, state, and local government agencies. This includes analyzing orders for correctness, entering them into financial systems (CEFMS), resolving issues, and monitoring costs to ensure they do not exceed available funds.
  • Financial Analysis and Reporting: Serves as a financial analyst, performing a range of budgetary functions including analysis, formulation, and monitoring. Prepares financial reports that itemize the use of funds for various programs and missions.
  • Emergency Mission Funding: Manages and controls funding associated with Pre-Declaration Temporary Emergency Power Missions, including working with FEMA to receive and allocate funds, monitoring expenditures, and closing out all open funding accounts.
  • Funding Document Management: Utilizes the Program Budget Accounting System (PBAS) to obtain, review, and process Funding Authorization Documents (FADs). Reviews and processes funding requests and advises managers on the status and availability of funds.

Minimum experience requirement

One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes:

  • Compiles, validates, and analyzes historical cost data and operational requirements to draft annual budget estimates.
  • Monitoring budget execution by tracking commitments, obligations, and expenditures against authorized funding levels in automated financial systems (e.g., CEFMS, PBAS, or equivalent).
  • Processing and maintaining funding authorization documents (FADs or equivalent), customer orders, or reimbursable agreements in accordance with established financial guidelines.
  • Generating standard financial status reports and advising operating managers on fund availability, spending trends, and procedural compliance.

  • This position has a Temporary Duty (TDY) or business travel requirement of less than 20% of the time.
  • This position may be eligible for situational telework.
  • This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
