About the Role

You will serve as the Financial Management Specialist within the Secretariat of the Air Force, Studies and Analysis (SAF/SA), performing financial management and oversight of the Programming, Planning, Budgeting, and Executing (PPBE) cycle to ensure vital mission resources are appropriately requested, managed, and reported.

Responsibilities

  • Apply qualitative and quantitative techniques to DOD, Joint, and Air Force management principles, concepts, and methodologies, as well as financial management directives, procedures, and policy.
  • Gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package findings in briefings, papers, and reports for top management use and decision-making.
  • Build professional relationships with managers, engineers, analysts, project managers, and coworkers to ensure smooth collaboration and portfolio completion.

Requirements

  • U.S. citizenship is required.
  • Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must have DoD FM Certification Level 3 or receive it no later than 12 months from start.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program; employee must pass initial and periodic short-notice drug testing.
  • Incumbent must file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • 10+ years of relevant experience.

Qualifications

  • Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including its products, terminology, and guidance documents such as DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.
  • Experience with financial systems utilized by the Air Force, including DEAMS, FMSuite, G-Invoicing, Defense Travel System (DTS), and Wide Area Work Flow (WAWF).
  • Ability to develop POMs, President Budgets, Budget Estimate Submissions (BES), and Financial Planning and Budget Executive Reviews in support of major war, mobilization, contingency, and operational plans.

Pay

Salary Range: $143,913 - $187,093

Moving expenses may be paid.
