Financial Management Specialist.
About the Role
This position involves overseeing and managing the financial aspects of OSHA grant programs, including State Plan 23(g), State Consultation 21(d), and Susan Harwood training grants. The role requires collaboration with grantee management, auditing, budget formulation, and providing fiscal guidance to regional and area office personnel.
Responsibilities
- Advise and audit OSHA grantee management for State Plan 23(g), State Consultation 21(d), and Susan Harwood training grant programs.
- Plan, develop, administer, and manage the financial side of the region's grant program.
- Coordinate negotiation of new grants, agreements, and contracts at the beginning of the fiscal year.
- Conduct on-site audits and assist in the final preparation of grants, agreements, or contracts.
- Monitor grantee recipients on financial and administrative management requirements.
- Identify weaknesses and deficiencies in grantees' systems and work with staff to correct problems and enhance accountability.
- Participate, consult, and advise auditors during on-site audits performed by DOL auditors.
- Follow up on audit team recommendations and initiate policy to correct deficiencies.
- Prepare formal reports at the conclusion of audits for management personnel.
- Review, analyze, and edit budget estimates of Area Offices.
- Provide guidance to regional and area office management analysts regarding the formulation, presentation, and execution of the annual regional operating budget.
- Negotiate with the OSHA National Office, regional managers, and area directors to determine funding and staffing allowances for the regional operating budget.
- Exercise budget controls through review, analysis, and approval of the obligation and expenditure of funds for management and administrative purposes.
- Provide formal and informal fiscal training to managers, staff, and grant recipients.
- Make recommendations in response to changes in programs, emergencies, staffing levels, or available funds.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.

Qualifications
To qualify for the Financial Management Specialist position at the GS-13 level, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service. Specialized experience includes:
- Formulating budget requests and cost estimates in support of organizational plans, programs, and/or objectives.
- Analyzing systems, transactions, and/or records to determine adherence to fiscal policies and procedures.
- Providing advice and guidance on accounting, financial management, travel management, procurement/equipment, and/or space management issues.
- Applying relevant laws, regulations, rules, policies, procedures, or methods governing the administration of Federal grants and/or awards.
