About the role

You will serve as a GG-12 Financial Management Analyst working in a senior capacity performing assignments and completing on-the-job and formal training related to a variety of financial management duties. This role requires analyzing, advising, processing, and recording financial documentation and data with minimal supervision.

Responsibilities

  • Review and enter financial data in the Command Financial Management System (CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS).
  • Assist in maintaining labor and non-labor financial accounts.
  • Ensure assigned obligation documents are entered into CFMS and SABRS and worked to completion as quickly as possible.
  • Serve as a backup to the Command Financial Defense Travel Administrator (FDTA), responsible for loading, monitoring, and updating funding levels as necessary.
  • Serve as the Standard Labor Data Collection and Distribution Application (SLDCADA) backup administrator, ensuring timekeeping data for each payroll period is accurately reflected.
  • Complete assignments regarding routine tasks in the collection and analysis of financial data necessary to complete budget formulation data calls and budget execution exhibits.
  • Utilize knowledge of financial management systems to assist in maintaining financial accounts and managing all assigned obligation documents.
  • Review and evaluate financial program execution to ensure compliance with Financial Management Regulations (FMR).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Financial Management Level II Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification level must be achieved within the prescribed timelines.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Completing assignments regarding routine tasks in the collection and analysis of financial data necessary to complete budget formulation data calls and budget execution exhibits.
  • Utilizing knowledge of financial management systems to assist in maintaining financial accounts and managing all assigned obligation documents.
  • Reviewing and evaluating financial program execution to ensure compliance with Financial Management Regulations (FMR).
