About the role
The incumbent will serve as a Financial Management Analyst in the Payroll/Labor Analysis Branch (FM23), Financial Management Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Current permanent employees of DON within the Hampton Roads commuting area, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
Responsibilities
- Provide Customer Service Representative (CSR) training to all labor and payroll office staff employees. (e.g. DCPS, Exception Reports, in/out processing).
- Advising and assisting leadership on payroll regulations, processes and responsibilities.
- Monitor financial systems and reports to track and correct labor errors.
- Interpret DOD Regulations, principles and theories, techniques and procedures to provide sound advice on effective and efficient methods to reconcile pay issues.
Requirements
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
Qualifications
- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a Customer Service Representative (CSR) for the Standard Labor Data Collection and Distribution Application (SLDCADA); 2) Advising customers on payroll accounting system administration; 3) Using an electronic timekeeping system (e.g., Standard Labor Data Collection and Distribution Application [SLDCADA], SUPDESK, or similar system) to extract financial data for analysis purposes; and 4) Generating payroll, time and labor data from a financial management system.
Education
For this grade level you may substitute the following education for the specialized experience:
- Successful completion of a master's or equivalent graduate degree
- Successful completion of two full years of progressively higher level graduate education leading to a master's degree
- Possession of an LL.B. or J.D. that is related to this position being filled.
- A combination of experience and graduate education as described above that equates to one year of experience
