Financial Analyst - Utility Rates

What You’ll Do
- Support solid waste, water, and wastewater cost-of-service, rate study, financial planning, and feasibility projects.
- Compile, review, and validate financial, operational, customer, and billing data from municipalities, authorities, haulers, and facility operators.
- Develop and maintain Excel-based models for financial forecasting, revenue requirements, cost allocation, rate design, benchmarking, bill impacts, and scenario analysis.
- Prepare tables, charts, exhibits, dashboards, technical memoranda, reports, and presentation materials.
- Research municipal codes, budgets, fee schedules, contracts, public records, council agendas, plans, and regulatory requirements.
- Support client data requests, meeting preparation, interview notes, project schedules, and documentation of assumptions.
- Assist with evaluation of existing rates, rate structures, cost recovery, ratepayer equity, affordability, and long-term financial sustainability.
- Cook up coordination with clients, internal project managers, engineers, planners, and technical staff to support accurate and defensible deliverables.
- Support proposals, client research, project descriptions, qualifications packages, and business development efforts.
Skills & Qualifications
- Bachelor’s degree in Business (Finance, Accounting, Economics, Business) or relevant degree
- 2 – 5 years of directly related post-graduate experience
- Strong organizational skills with the ability to manage multiple priorities with attention to detail
- Well versed in Microsoft Office Suite with advanced proficiency in Excel and Word
- Ability to use AI tools responsibly for research, drafting, data organization, and QA/QC
- Adaptable and self-motivated with an entrepreneurial mindset as well as a proactive approach to problem solving
