Responsibilities

The Financial Analyst II position performs work for the Provider Finance Department under the supervision of the Manager of Fee Based Services. Performs highly complex (senior-level) financial analysis and regulatory work. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems.

• Contributes to a variety of internal reports, studies or other deliverables containing analyses of fee for service (FFS) and managed care organization (MCO) data relevant to the understanding of utilization and billing trends.
• Prepares presentations for professional organizations, governmental entities, and the public to be given by executive agency staff, including detailed speaking notes that allow for the communication of complex concepts and findings into understandable narrative for different audiences.
• Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.

Essential Job Functions

• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
• Financial Analysis - Performs complex financial analysis on HHSC program data related to reimbursement rates and supplemental payment programs for Medicaid and other client services providers.
• Financial Reporting - Develops standard and ad-hoc reporting while also providing financial analysis support on special projects, Provides consultation and technical advice on research methods and techniques to staff on the research team and other analysts in the department.
• Procedure Development - Develops and implements financial policies and procedures internal to the HHSC Provider Finance Department.
• Legislative Analysis - Reviews, analyzes, and evaluates the impact of legislation, regulations, and policies affecting reimbursement rates and healthcare finance.
• Integration - Provides input in the development and integration of new financial programs and procedures for calculating provider reimbursements.

Requirements

• Graduation from an accredited four-year college or university with a bachelor’s degree in social science; business, including accounting and statistics; mathematics; economics; health-related field; political science; or other closely related field.
• Experience may be substituted on a year-for-year basis.
• Experience with Medicaid and/or healthcare finance preferred.
• Experience with Salesforce and/or SQL preferred.

Qualifications

The ideal candidate will have knowledge of health and human service programs, services, and procedures, accounting, business, and management principles, practices, and procedures, state and federal laws and regulations relating to Medicaid reimbursement and public administration, financial analyses and examination procedures for regulated entities, and of financial and industry terminology and practices.

• Skill in the use of a computer and applicable software, and in data modeling.
• Skill in interpersonal relationships and in establishing and maintaining effective working relationships.
• Ability to develop, evaluate, implement, and interpret policies, procedures, and rules.
• Ability to exercise independent judgement, set priorities, meet deadlines, and adapt to shifting technical and political developments.

Skills

• Analyzing laws, regulations, program policies, and issues.
• Use of personal computers and to use word processing, spreadsheet, statistical, and other software to develop payment rates.
• Use of complex formulas in spreadsheet software.
• Preparation of well-written briefing documents and reports designed to convey complex detailed concepts.
• Managing multiple projects with competing deadlines.

Pay

The salary range for this position is $4,801.16 - $7,761.50 per month.

Schedule

This is a full-time position with a regular schedule, and may be eligible for telework. The position may require up to 5% travel.
