Essential Duties and Responsibilities

  • Develops, interprets, and implements financial concepts for financial planning and control.
  • Performs technical analysis to determine present and future financial performance.
  • Gathers, analyzes, prepares, and summarizes recommendations for financial plans, trended future requirements, and operating forecasts.
  • Performs economic research and studies in the areas of rates of return, depreciations, working capital requirements, investment opportunities, investment performance, and impact of governmental requirements.
  • Collaborates with senior peers on projects.
  • Selects from multiple procedures and methods to accomplish tasks.
  • Applies organizational policies.
  • Routinely provides work group leadership, guidance, and/or training to less experienced staff.
  • Serves as a technical resource or mentor to other employees.
  • Collaborates with the program analysts, service providers, and City departments as necessary for grant-efficient and effective financial management.
  • Affords assistance in the preparation and review of legislation.
  • Participates in onsite monitoring and desk audits, performs monthly grant reconciliations, and analyzes expenditures activities.
  • Maintains current training and development on applicable federal grant programs and policies and the systems and tools used by CoA to conduct grants management, including IDIS, HMIS, SAGE, Oracle, Neighborly, Microsoft 365 suite, etc.
  • Maintains oversight of contracts’ financial performance, including the burn rate to ensure compliance with the contract terms and immediately notifies relevant managers of any deviations and potential non-completion and performance of the contract agreement.
  • May lead or instruct less experienced workers in high level or technical jobs.
  • May perform other duties as assigned.

Qualifications

  • Education and Experience: Bachelor’s Degree in Finance, Accounting, or related field (with a minimum of seven (7) years of professional related experience), or a Master’s Degree in Finance, Accounting, or related field with 5 years' of financial experience.
  • Experience: Three (3) years of professional related experience.
  • Licensures and Certifications: None required.

Knowledge, Skills, and Abilities

  • Extensive knowledge of concepts and processes in finance area.
  • Strong understanding of relationship of professional discipline with other organizations and functions.
  • Skills in use of Microsoft Office, accounting software, databases.
  • Skills in interpersonal communications and in presenting information.
  • Ability to apply professional knowledge to carry out assignments with limited supervision.
  • Ability to process numbers quickly and accurately.
  • Ability to spot inconsistencies and either troubleshoot issues as they arise or escalate to higher level.
  • Ability to train others.
  • Ability to build effective relationships within the organization.
