Responsibilities

  • Examines, certifies, and audits vouchers submitted for payment, assessing compliance with applicable laws, regulations, policies, and procedures.
  • Establishes and maintains internal controls systems with a special emphasis on operational areas identified as having a high risk of fraud, waste, and abuse.
  • Prepares fiscal, administrative, and other statistical reports as required and serves on directed projects.
  • Responds to inquiries from Congressional Offices, Regional Counsel, and the Office of Inspector General.
  • Ensures recurring reports are accurately compiled and completed on time.
  • Provides technical advice to Regional Office employees on complex and unusual benefit award adjustments, special payment issues, and accounts receivable actions using applicable computer applications.
  • Performs accounting reviews and payment function checks for discrepancies, advising management with proposed plans to prevent future unassociated funds situations.
  • Provides administrative support to management staff for personnel management, budget administration, procurement, and other financial-related activities.
  • Serves as a subject matter expert in all areas of the Financial Operations section.
  • Oversees the work of Financial Specialists, ensuring appropriate separation of duties and maintaining the financial integrity of the regional office.
  • Develops procedures and coordinates activities across functional lines with other divisions, Regional Offices, service organizations, and other government departments or agencies.
  • Plans, organizes, assigns, and reviews work performed within the Operations area.
  • Serves as a Certifying Official authorizing all financial transactions, adjustments, and collections.

Requirements

Time-in-Grade Requirement

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements:

  • For a GS-07 position, you must have served 52 weeks at the GS-05 level.
  • For a GS-09 position, you must have served 52 weeks at the GS-07 level.

The grade may have been in any occupation but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.

Minimum Qualification Requirements

GS-07 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-05 grade level or higher. Specialized experience includes reviewing vouchers submitted for payment and researching a variety of financial data, reports, or resources.

Education Substitution: One full year of graduate-level education (if related) or a Bachelor’s degree with superior academic achievement, defined as one or more of the following:

  • Graduating in the upper third of the class.
  • Membership in a national honor society.
  • Earning an undergraduate GPA of 2.95 (on a 4.0 scale) in the final two undergraduate years.
  • Earning an overall undergraduate GPA of 2.95.
  • Earning an undergraduate GPA of 3.45 in the major during the final two undergraduate years.
  • Earning an overall undergraduate GPA of 3.45 in the major.
GS-09 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level or higher. Specialized experience includes using accounting and auditing policies, procedures, and principles to identify financial problems, discrepancies, overpayments, underpayments, or erroneous data, and using computer applications to work with accounts payable and receivables.

Education Substitution: A Master’s or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. (if related).

Combining Education and Experience

If you do not fully meet the length of experience and education described for a specific grade level, the two can be combined to total 100% of the requirement.

Volunteer Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements

The work is primarily sedentary. There are occasional periods of walking, standing, bending, and carrying light items.

  • A Financial Disclosure Report is required for the GS-09 grade level.

Full Time, Monday - Friday, 8:00 AM - 4:30 PM.

  • Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
  • Virtual: This is not a virtual position.
