FILM INDUSTRY DEVELOPMENT MANAGER - DOWNTOWN, OAHU

About the role

The Film Industry Development Manager manages the State's Film Industry Development Program; formulates, recommends, and executes a comprehensive plan for the optimum development of film industry in Hawaii; coordinates and directs departmental activities relative to film industry planning, promotion, development, and research; provides advice and assistance in the overall direction and coordination of activities associated with the development, promotion, and control of the film industry in Hawaii; provides advice and assistance on major public problems and issues relative to the film industry requiring State policy action; and performs other related duties as assigned.

Responsibilities

• Planning, developing, directing and coordinating a statewide program to encourage the commercial still photography, motion picture and television industries to use Hawaii as a production site for feature films, television films/programs, video recordings, commercial still photography and television commercials
• Promoting the advantages of using Hawaii's locations, talents and other resources
• Developing and maintaining contacts with representatives of these industries and assisting them in obtaining desired locations, equipment, facilities, permits and clearances, and any other help from public or private sources
• Conducting research regarding these industries as they relate to Hawaii
• Managing the official State program for coordinating commercial still photography, motion picture and television production activities with State, County and non-governmental organizations

Minimum Qualifications

Legal Authorization: Must be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States.

Education: Bachelor's degree from an accredited four-year college or university.

Total Experience Required: Five (5) years of combined experience as specified below:

General Experience

• One (1) year of experience which required a high degree of responsible public contact work with a variety of individuals and/or organizations
• Must have demonstrated the ability to establish and maintain effective relationships and to deal effectively with others
• May have been gained in fields such as public relations, advertising, promotional work, social work, etc.

Specialized Experience

• One (1) year of responsible work experience demonstrating possession and knowledge of the general, overall operation of the film industry (motion picture and/or television); its economic characteristics and impact; marketing and advertising related to film industry; film personnel and their respective roles; governmental organizations impacting upon the operations of the film industry; filmmaking services such as sound stages, post-production facilities; and government permit procedures
• Must have involved substantially varied activities such as identifying appropriate facilities, personnel and services necessary for filming; obtaining required permits, licenses, clearances from governmental and private sources; developing a budget and formulating expenditure plans for filming purposes

Note: Work experience of limited scope primarily concerned with the technical aspect of film/video production (e.g., camera or audio work, script writing) is not qualifying.

Analytical Experience

• One (1) year of responsible analytical work experience demonstrating the ability to analyze information and perform problem solving
• Must have demonstrated the ability to define and analyze problems; identify information needs, collect and analyze data; identify and weigh alternatives and their advantages and disadvantages; develop logical recommendations for a course of action; read and comprehend complex material such as federal regulations; and draft comprehensive reports of findings and recommendations

Supervisory Experience

• One (1) year of formal supervisory work experience which included: planning, organizing, scheduling, and directing the work of others; assigning and reviewing their work; advising them on difficult work problems; training and developing subordinates; and evaluating their work performance

Management Experience

• One (1) year of managerial or professional managerial staff experience involving active participation in and major responsibility for: policy determination and implementation; budget preparation and execution; and planning, developing and managing various activities or operations
• May have been gained as a program manager, project manager or key staff officer for management related functions

• Valid driver's license at time of appointment

Pay

$9,821 to $15,711 per month (EM-05, Minimum to Maximum). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
