Integrated Solutions Consulting Corp is seeking candidates to support nationwide disaster recovery operations, focusing on FEMA’s Public Assistance Program and the Hazard Mitigation Grant Program under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Openings are available in multiple locations across the nation.

About the role

You will join technical assessment teams assigned to work with FEMA tasks in designated geographic territories. Most assignments will be at the designated joint field office, with some opportunities for remote work. Initial commitment is a minimum of 6 months, with potential for longer engagements of 6–12 months or more.

Travel expectations will range between 60–80%. Current positions are based out of St. Louis, MO and/or Chicago, but relocation is not required.

Responsibilities

  • Program Specialists and Delivery Managers:
    • Act as a customer service manager, working with applicants to resolve disaster-related needs and ensure efficient processing of projects.
    • Apply intimate knowledge of the PA Program and other federal disaster recovery efforts.
    • Collaborate with State counterparts to ensure compliance with laws, regulations, and policies.
    • Manage continuity of service throughout the delivery of the PA Program.
  • Cost Estimators:
    • Perform field inspections of damaged facilities to assess scope of work, including means and methods of construction.
    • Conduct parametric and detailed cost analysis for public and municipal infrastructure (e.g., schools, libraries, water treatment facilities, bridges, road construction).
    • Prepare estimates using documented data sources and develop detailed project worksheets.
    • Identify eligible work, including cause and dimensions of damage, and produce traceable, verifiable, and defendable cost estimates meeting FEMA’s quality review requirements.
    • Experience with FEMA’s Cost Estimating Format is preferred; professional certifications in cost estimating are a plus.
  • Technical / Project Specialists:
    • Assist with the development of projects and cost estimates.
    • Provide expertise in defined areas such as roads and bridges, utility infrastructure, debris removal, environmental/historic preservation compliance, insurance, or cost estimating.
    • Typical disciplines include engineering (civil, structural, mechanical, environmental), construction cost estimating, environmental science, insurance, and GIS/computer analysis.

Requirements

  • Minimum of a bachelor’s degree in one of the following or closely related disciplines: engineering, environmental sciences, geology, public policy/administration, public health, or other technical fields (e.g., GIS technologies, insurance adjusting, cost estimating).
  • Prior disaster recovery operations experience, with practical knowledge of FEMA’s Public Assistance Program.
  • At least 5 years of relevant experience; advanced education in emergency management can compensate for experience.
  • Prior experience as a FEMA, State, or Local Project Officer, Public Assistance Coordinator, or similar role (2+ years preferred).
  • Excellent written and oral communication skills, with strong computer proficiency in MS Word and Excel.
  • Flexible style, able to adapt to changing priorities and work well in a team environment.
  • Good interpersonal and observational skills; experience with public agencies and active public participation programs is a plus.
  • Current active FEMA badge is a plus.

Employment Details

ISC is hiring for full-time, part-time, and contractual positions. The role is flexible in location, with current openings based in St. Louis, MO and/or Chicago.
