About the role

Your impact Provide Health, Safety, and Environmental (HSE) support to the People & Places Solutions within the U.S. Serves as a business partner working with Regional HSE Directors and Senior HSE Managers and operations counterparts in leading HSE excellence and supporting strategic direction, management, people development and HSE program development and implementation specifically to the Federal Railroad Administration’s Safety (49 CFR 214), Training (49 CFR 243), and Random Drug and Alcohol Testing (49 CFR 219) Programs. Support the Jacobs BeyondZero safety culture that is inclusive of the Jacobs vision and strategic plans.

Responsibilities

  • Take personal ownership and responsibility for protecting people from harm and for developing strategies that drive performance and support continuous improvement
  • Maintain communication with the Sr. HSE Managers and Regional HSE Directors to provide technical resource guidance, and to ensure consistent implementation of the FRA regulations and HSE process tools
  • Support the HSE staff and Operations counterparts to implement the Regional HSE business plan and to monitor compliance with the FRA program requirements
  • Own and maintain open communication with the Geographic Managers and other Operations Leaders to provide guidance, technical resources, and to ensure alignment and to verify consistent implementation of FRA programs and HSE process tools that support BIA HSE strategic plans and objectives
  • Perform observations, audits, and maintenance of lists relative to the FRA program’s needs
  • Supports specific HSE initiatives to drive BeyondZero performance
  • Engages in supporting HSE policy and procedure development for implementation specific to Regional and Geographic needs
  • Delivers FRA required training and confirms that the FRA training requirements are met
  • Develops and monitors training programs and requirements
  • Audits processes and protocols
  • Corporate and FRA incident reporting requirements and accident investigation techniques
  • Risk management concepts and practices including claims management
  • Subcontractor prequalification process
  • Plays a role in the business development activities leading to the award of the contract. This typically includes client relationship development, program-specific positioning activities, teaming arrangements, proposal preparation, and oral presentations consistent with established business development processes
  • Travel is requested (up to 25%) as needed

Qualifications

  • Bachelor’s degree in engineering, safety or other related field preferred; or advanced technical training in a related field; or equivalent education and experience
  • 5 to 10+ years of progressively responsible experience in the rail/transit industry, with a focus on project delivery and FRA regulatory oversight
  • Professional designation (i.e., TSSP or WSO-CSSD) meeting qualifications of a national or international certifying agency; or actively pursuing such designation is preferred
  • At least 10 years of experience including supervisory experience at a site-specific level and/or managing multiple projects is preferred
  • Experience with safety programs in a railroad, construction, or environment, including planning, training, implementation, monitoring, and certification
  • Experience with FRA safety policies, procedures and reporting, railroad operating rules and practices, and different methods of On-Track Protection is required
  • Development and monitoring of training programs and requirements
  • Auditing processes and protocols
  • Corporate and FRA incident reporting requirements and accident investigation techniques
  • Risk management concepts and practices including claims management
