Federal Capture Lead - DoW Construction
About the role
Quanta Government Solutions (QGS), a Quanta Services company, is seeking an experienced Capture Lead to drive strategic growth across its Department of Defense (DoD) portfolio. The role is responsible for identifying, qualifying, capturing, and winning federal opportunities focused on military construction, infrastructure, and engineering services.
Responsibilities
Own capture strategy for NAVFAC, USACE, and other Department of War pursuits, from early positioning through proposal support.
Develop the win strategy and competitive approach for each pursuit, including teaming, pricing posture input, and the discriminators that get a new entrant onto the board.
Lead relationship campaigns with defense contracting offices, program offices, and small-business offices, building the connections that shorten the path to award.
Structure teaming for each pursuit, including positioning QGS through its small-business joint ventures for set-aside work and anchoring pursuits on the right Quanta operating company past performance.
Build the capture plan and gate readiness, feeding a clean, well-positioned pursuit into Pre-Construction for independent Pink, Red, and Gold review.
Maintain a disciplined, current pursuit pipeline so leadership has a real read on the DoW growth picture as the vertical stands up.
Maintain the flexibility to travel and to work the hours the pursuit calendar requires, including occasional evenings and weekends around key proposal and customer milestones.
Perform other duties as assigned in support of the vertical's growth objectives.
Requirements
Required Education and Experience:
- Bachelor's degree in business, engineering, construction management, or a related field, or equivalent professional experience.
- A demonstrated track record capturing and winning defense construction or infrastructure work.
- Inside knowledge of how NAVFAC and USACE buy: their acquisition process, source selection, MACC and IDIQ vehicle landscape, and small-business pathways.
- Command of capture discipline: positioning, win strategy, teaming, and color-team-ready proposal inputs, tuned to how defense boards actually evaluate.
- Live relationships with defense contracting shops, program offices, and small-business offices, or a proven record of building them quickly from a standing start.
- Comfort operating where past performance under the prime entity is thin, and the skill to build a winning case through teaming and partner credentials.
- Clear, direct communication and the credibility to carry QGS into senior defense customer and partner conversations.
Preferred Education and Experience:
- Direct NAVFAC and USACE capture experience.
- Existing relationships inside NAVFAC, USACE, or defense installation commands.
- Experience with SCIF construction, force protection and anti-terrorism upgrades, or mission-critical facility work.
- Familiarity with defense small-business set-aside and Mentor-Protege program mechanics.
- A network of defense-focused subcontractors and specialty partners.
- Military or defense civilian background.
Qualifications
Required:
- 6+ years of relevant experience.
- Clear, direct communication and the credibility to carry QGS into senior defense customer and partner conversations.
Preferred:
- 11+ years of relevant experience.
- Direct NAVFAC and USACE capture experience.
- Existing relationships inside NAVFAC, USACE, or defense installation commands.
- Experience with SCIF construction, force protection and anti-terrorism upgrades, or mission-critical facility work.
- Familiarity with defense small-business set-aside and Mentor-Protege program mechanics.
- A network of defense-focused subcontractors and specialty partners.
- Military or defense civilian background.

Pay
Compensation is commensurate with experience.
Schedule
The role is remote, United States. Travel to customer sites, partner offices, and QGS HQ as needed.
