About the role
The Facility Security Officer (FSO) will supervise and direct security measures necessary for implementing the applicable requirements of this rule and the related U.S. Government (USG) security requirements to ensure the protection of classified information. The FSO will provide onsite support for all Department of Defense (DoD) and Intelligence Community (IC) security actions and serve as the primary security liaison with USG, DoD and IC counterparts.
Responsibilities
- Maintain all security documentation and files in accordance with the Defense Counterintelligence Security Agency (DCSA) or identified Cognizant Security Agency (CSA) requirements
- Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
- Manage and maintain Communications Security (COMSEC) equipment
- Develop and implement security documentation including program protection plans, SCIF/Closed area accreditation plans, and managed access plans
- Lead and implement the Insider Threat Program (ITP)
- Manage and maintain oversight of all classified systems working in collaboration with the Information System Security Manager (ISSM)
- Review all contracts and DD254’s that have any elements of classified work associated
- Conduct threat and vulnerability assessments to ensure the security and protection of Facility Clearance (FCL) government contracts and cleared employees
- Manage government security compliance program
- Manage personnel security clearances to include coordinating with the Assistant Facility Security Officer (AFSO) initial clearance submissions and periodic reinvestigations with employees, providing guidance and instruction to employees to ensure completion of security paperwork, performing ink and electronic fingerprinting of initial clearance candidates, and providing follow-up clearance statuses on processed clearances to managers for specific contracts
- Conduct new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents
- Prepare and facilitate annual refresher training and prepare necessary documentation in support of the annual DCSA audit
- Provide security support to HR, Recruiting, and Proposal teams
- Interpret government policies in the development and implementation of security plans and procedures
- Conduct Semi-Annual Self Inspections
- Manage Contract Program Security Office and associated contracts
- Manage Special Access Programs (SAP) and associated contracts
Requirements
Identified as Key Management Personnel (KMP) and all associated responsibilities
Qualifications
- Active in-scope TOP SECRET (TS) clearance and be able to obtain and maintain access to Sensitive Compartmented Information (SCI) and/or any necessary Special Access Programs (SAP)
- United States citizen
- Extensive knowledge of industrial security administration and government databases that include, but are not limited to:
- Possess knowledge of DCSA Assessment and Authorization Process Manual (DAAPM) Version 2.1
- Defense Information Systems for Security (DISS)
- Electronic Facility Clearance database (e-FCL)
- NBIS Electronic Application (eApp)
- Industrial Secure Facility Database (ISFD)
- Effectively communicate verbally and in writing to internal and external customers with the ability to offer experienced guidance to executive staff and subcontractors
- Strong knowledge of 32CFR Part 117 NISPOM, DoD, DoDi, and IC security compliance documents
- Proven ability to work with leadership at the executive level
- Previous successful relationship with DCSA
- Strong communication skills, strong critical thinking and problem-solving skills; self-motivated with ability to effectively prioritize multiple projects; ability to work with people in a team environment and deal effectively with changing project priorities
- Ability to manage time, make sound decisions, take independent action, analyze problems and provide focused solutions
- High degree of attention to detail
- Working knowledge of ISSM roles and responsibilities
- DCSA FSO Certification and Defense Information System for Security (DISS) training required
- 5 years of experience as an FSO to include experience as a cleared defense contractor working in corporate and government environments
- Experience with the classification management process and classification guides associated with DoD and IC information
- Experience leading and conducting internal audits, participating in Government assessments and inspections, investigating and mitigating areas of risk or non-compliance, pre-employment vetting
- Special Access Programs (SAP) experience
- DCSA FSO certification
- COMSEC Managers certification
