Facility Commander

About the Role

The Facility Commander provides supervision and leadership to train, operate, schedule, and manage an armed protective force at a designated Department of Energy (DOE) facility. This role ensures compliance with DOE Orders, contract requirements, collective bargaining agreements, and corporate policies, and requires a security clearance and U.S. or naturalized citizenship.

Responsibilities

• Schedule, supervise, and direct armed security guard operations and training daily under the direction of the Director of Operations and U.S. Government supervisory personnel.
• Provide onsite supervision of guard force operations and training in accordance with DOE Order 473.3, corporate and local regulations, and licensing requirements.
• Ensure all Security Police Officer (SPO) personnel are aware of and comply with post and general orders.
• Manage safety of officers, enforce performance standards, address issues, and conduct both announced and unannounced inspections.
• Assist the Director of Operations in planning, managing, scheduling, and evaluating guard force operations.
• Evaluate assigned personnel to confirm that all positions are filled with qualified, certified, cleared, and licensed staff.

Skills

• Expert knowledge of forecasting and planning staffing/scheduling for SPO workforces, writing directives, and coordinating personnel across multiple sites.
• Proficiency with Microsoft Office Suite (Outlook, PowerPoint, Excel, Word, Internet Explorer).
• Working knowledge of DOE SPO training requirements per DOE Order 473.3.
• Experience developing security plans, policies, post orders, and procedures.
• Strong organizational and coordination abilities, employing management techniques to guide facility captains and shift supervisors.

Qualifications

• Bachelor’s degree from an accredited university or college (two years of experience may substitute for one year of post‑high‑school education).
• Eight years of experience in commercial or government security force operations, with at least six years of verifiable law‑enforcement, military, or armed‑security experience.
• Experience scheduling a workforce of 150+ personnel governed by a collective bargaining agreement.
• Four years of experience forecasting and planning staffing at multiple sites with varying skill requirements.
• Experience advising management on personnel management, evaluation, planning, analysis, and reporting (oral and written).
• Current DOE Q access authorization or eligibility for one (or an equivalent Top Secret clearance).
• U.S. or naturalized citizenship; position contingent upon contract award and located in the Washington, DC area or Germantown, MD.

Pay

Hourly pay range: $150,000 – $200,000 (final compensation may vary based on experience, location, and other factors).
