Facility and Project Manager

This position is a full-time Facility and Project Manager role at Joint Base San Antonio-Lackland in San Antonio, TX. Base salary range: $90,821 - $118,069. Up to 20% telework possible. Recruitment, relocation, and retention incentives may be available.

About the Role

The primary purpose of this position is to serve as a Project Manager and Facility Operations Specialist for the Cryptologic & Cyber Systems Division (CCSD), responsible for the operations and maintenance of buildings, grounds, and other operational sites. CCSD is a Geographically Separated Unit and a tenant unit located at JBSA Lackland.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V3007. This is a KEY position, meaning it cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be exempt from military mobilization and/or recall.

Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period or 2-year trial period. Upon completion, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Responsibilities

• Manage a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs.
• Conduct surveillance activities over construction and maintenance operations performed by private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
• Perform maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (e.g., brick, frame, structural steel, reinforced concrete structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
• Apply knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities and equipment.
• Utilize knowledge of basic federal budgeting principles, concepts, and practices.
• Ensure adherence to safety and security practices for government facilities.
• Apply knowledge of federal civil engineering and facility concepts, principles, practices, procedures, and regulations applicable to facility management.
• Read and interpret paper or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
• Use analytical and evaluative techniques to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations.

Requirements

• U.S. citizenship is required.
• This is a designated Drug Testing Position.
• Must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
• Bachelor’s degree or above from an ABET-accredited institution is required. Major study must be in engineering, industrial arts, property management, or business administration.
• Specialized experience managing maintenance programs, conducting surveillance over construction/maintenance operations, or performing maintenance/construction work as described in the responsibilities.

Physical Demands

• Involves physical activities such as walking, climbing, and bending to perform tasks associated with checking high-voltage electrical equipment, climbing on rooftops of multi-story buildings, and inspecting facilities, equipment, and systems.
• Required to lift moderately heavy equipment or items weighing under 50 pounds alone. With assistance, may lift items weighing 50 pounds or more.

Work Environment

• Normal to high safety risks are encountered in assigned areas, including base operations and facilities such as industrial shops, aircraft and vehicle maintenance facilities, administrative areas, supply and warehousing, seasonal/recreational areas, and construction sites.
• May occasionally be exposed to uncomfortable conditions.

Skills

• Knowledge of facility management principles, federal budgeting, and safety/security practices for government facilities.
• Skill in reading and interpreting engineering drawings and schematic diagrams.
• Analytical and evaluative skills to resolve operational issues.

Pay

Base salary range: $90,821 - $118,069.
