About the Role

Under general supervision, this position leads a crew in the maintenance and repair of facilities owned or leased by the City of McKinney. The role involves directing, instructing, scheduling, reviewing, and evaluating the work activities of assigned staff, including Maintenance Mechanics, Janitorial Staff, and Building Attendants. The Crew Leader coordinates and oversees operations in areas such as plumbing, elevators, roofing, painting, carpentry, structural repairs, light electrical repairs, and building lock hardware. Additional responsibilities include developing specifications for contractor work, ensuring compliance with City standards, establishing preventive and scheduled maintenance programs, managing supplies and equipment, preparing reports, assisting in budget preparation, and ensuring safety procedures are followed.

Responsibilities

  • Directs, instructs, schedules, reviews, and evaluates the work activities of assigned staff.
  • Coordinates and oversees the operations and functions of Facilities Maintenance in areas such as plumbing, elevators, roofing, painting, carpentry, structural repairs, light electrical repairs, and building lock hardware.
  • Develops specifications for contractor repair and maintenance work, coordinates work completed, and ensures compliance with City standards.
  • Establishes and monitors preventive and scheduled maintenance programs for City buildings and facilities.
  • Monitors, evaluates, orders, and controls supplies and equipment necessary for maintaining City facilities.
  • Prepares reports and correspondence as required, ensuring accurate documentation of maintenance activities and issues.
  • Assists Facility Operations Supervisors in preparing the division budget; authorizes expenditures within assigned areas.
  • Establishes and monitors safety procedures for all employees under supervision.
  • Assesses training needs for employees and provides necessary training to enhance skills and ensure adherence to standards.
  • Establishes performance measures for employees, evaluates their performance, and provides feedback and guidance.
  • Determines specifications for contractor work and makes on-the-spot decisions regarding corrective actions if specifications are not met.
  • Efficiently directs personnel to accomplish objectives in a timely manner, ensuring tasks are completed to City standards.
  • Regularly inspects, repairs, and maintains equipment and buildings to ensure compliance with City standards.
  • Performs on-call duties, responding to emergencies and other maintenance needs as they arise.
  • Performs other duties as assigned or directed to support the maintenance and operations of City facilities.

  • Ability to perform coordinated movements involving placing and turning motions, such as operating equipment like tractors, drill presses, handheld radios, table saws, and computer terminals.
  • Basic knowledge of data entry, MS Word, and MS Excel.
  • Ability to learn the current Work Order System (Cityworks) and Tracer Summit HVAC Control System.
  • Knowledge in advanced construction, maintenance, and repair methods, including electrical circuits, wiring systems, and HVAC systems.
  • Ability to work in a stressful environment while maintaining composure and effectiveness.
  • Ability to build and maintain professional relationships with internal staff and customers.
  • Flexibility and adaptability, especially during times of change, to meet the evolving needs of the City.
  • Strong leadership, communication, and organizational skills.
  • Demonstrated expertise in facilities maintenance, including plumbing, electrical, HVAC, and structural repairs.

Requirements

  • High school diploma or GED equivalent.
  • Minimum of five (5) years of progressively responsible experience in the maintenance and repair of buildings and HVAC systems, including experience in a supervisory or lead role.
  • Must pass a drug screen and background check.
  • Must possess CFC Reclamation and Recycling License Type I, II, and III for air conditioning.
  • Must have and maintain a Class C Texas Driver’s License.
  • Periodic CJIS background check.

Preferred Qualifications

  • Some college coursework in facilities management, construction management, or a related field.
  • Relevant certifications in HVAC, plumbing, or electrical work.

Physical Demands

  • Tasks involve exerting heavy physical effort in heavy work, with emphasis on climbing and balancing, and may include stooping, kneeling, crouching, and crawling.
  • Lifting, carrying, pushing, and/or pulling moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects (up to 150 pounds).
  • Some tasks require visual and odor perception and discrimination.

Work Environment

  • Limited exposure to environmental conditions, including strong odors, smoke, traffic hazards, extreme heat/cold, or extreme weather conditions.
