Full-time

Solicitation for Testing & Inspection services focused on asbestos, lead-based paint, radon, PCBs, soil, and other hazardous materials at Department of Veterans Affairs facilities. This is a firm fixed-price contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC).

Project Overview

This project involves comprehensive hazardous material surveying, testing, and reporting across VA facilities. The work is structured into four distinct phases, each approximately 60 days apart: surveying, lab analysis, report production, and meetings with the VA. An additional period will be required at the end of phase 4 to compile the full report for submission.

Scope of Work

  • Conduct hazardous material surveys, including asbestos, lead-based paint, radon, PCBs, soil, and other environmental contaminants.
  • Perform approximately 900 radon samples per ANSI-AARST standards across rooms in the facility.
  • Determine sample quantities for asbestos, lead, PCBs, and other materials based on regulations, provided space viewer, and floor plans (VA facility map).
  • Consult with a Certified Industrial Hygienist (CIH) to determine the number of soil and bulk material samples required.
  • Use Ground Penetrating Radar (GPR) to avoid underground utilities during soil sampling around Underground Storage Tanks (USTs).
  • Follow laboratory protocols for sample collection, handling, and analysis.
  • Review and use the 2015 ALBHM survey as guidance, noting that some areas may have been renovated or are no longer in use.
  • Compile and submit a comprehensive final report after all phases are completed.

Requirements

  • Contractor must determine the appropriate number of samples for each material type based on regulatory requirements and facility conditions.
  • Contractor is responsible for all laboratory analysis costs and ensuring compliance with lab protocols.
  • Pricing is based on the square footage of the facility, with sample quantities determined by the contractor in consultation with a CIH.
  • Contractor must complete work within the total days specified for each phase, with the period of performance starting upon contract award.
  • Phases are designed to prioritize administrative spaces first, followed by more invasive sampling in patient-occupied areas.

Additional Information

  • No on-site preproposal meeting or facility walkthrough will be provided.
  • An existing 2015 ALBHM survey report will be provided for reference, though its accuracy may be limited due to facility changes over the past decade.
  • Soil sampling will be conducted around USTs, with GPR used to avoid underground utilities.
  • Data collected will be used to ensure facility compliance with VHA Directives and local regulations, including required environmental reports to state and federal authorities.
