Export Control Analyst

Research Policy & Compliance (RPC) provides leadership in shaping, interpreting, and implementing federal, state, University of California (UC), and UCLA research-related policies, procedures, and guidance. The office advises the campus community on research policies, including conflict of interest, research misconduct, animal welfare, research safety, cannabis use, and federal export control regulations. Some RPC activities extend beyond research to other critical campus functions.

About the role

The Export Control Analyst reports to the Director of Export Controls and supports the development, implementation, and administration of the UCLA export control compliance program. The role involves license determinations for transactions such as deemed exports, visa reviews, shipments, travel, and financial transactions. The Analyst assists the campus community in complying with export control and sanctions regulations from the Department of State, Commerce, and Treasury. The position requires good judgment, discretion, strong communication skills, and the ability to resolve compliance issues independently.

Responsibilities

• Participate in license determinations for a variety of transactions, including deemed exports, visa beneficiaries, visitors, shipments, travel, and financial transactions.
• Provide support to the campus community for compliance with export control and sanctions regulations.
• Work independently with limited supervision, consulting on non-routine actions or exceptions to internal procedures.
• Conduct comprehensive analyses of complex regulations and employ effective problem-solving techniques.

• Proficiency with Microsoft Office, web browsers, and email programs. (Required)
• Internal/external audit, research administration, and/or compliance experience. (Preferred)
• General knowledge of university business processes. (Preferred, can be trained)
• Knowledge of current export control regulations. (Preferred, can be trained)
• Ability to conduct detailed analyses of complex regulations and use good judgment in problem-solving. (Preferred)

Qualifications

• Bachelor’s Degree or equivalent experience. (Preferred)

Special Conditions for Employment

Pay

UCLA provides a full pay range. Actual salary offers consider factors including budget, prior experience, skills, knowledge, abilities, education, licensure, and certifications. Salary offers at the top of the range are not common.
