About the role

The Export Control Analyst position at Oak Ridge National Laboratory supports mission-critical activities by providing export control guidance and technical regulatory analysis. This role evaluates technologies and research activities, prepares technical jurisdiction and classification determinations, supports export licensing activities, and ensures compliance with U.S. export control regulations and DOE directives.

Major Duties/Responsibilities

  • Evaluating and analyzing ORNL programs and initiatives, facilities, Cooperative Research and Development Agreements, Strategic Partnership Agreements, Intellectual Property Reviews, Software, Leadership Computing Projects, specifications, technology assessments for foreign visits and assignments, foreign travel, and other areas.
  • Reviewing applicable export control laws and regulations and the associated export control requirements of primary government agencies such as the Department of Commerce, Department of State, Department of Energy, Treasury Department, and the Nuclear Regulatory Commission.
  • Evaluating technologies, item classification, jurisdiction, end use (application) and end users (recipients) and issue export control determinations.
  • Interfacing and working with Principal Investigators (scientists/engineers) to assess technology and assist with navigating export control requirements.
  • Staying current with the changing environment of export control laws, regulations, technologies and programs.

Basic Qualifications

  • BS/BA degree in physical sciences, computer science, engineering, international relations, business, or another relevant technical or analytical discipline.
  • Candidates with experience in compliance, engineering, scientific research, manufacturing, logistics, contracting, or other technical disciplines involving regulatory compliance are encouraged to apply.
  • Two or more years of professional experience in export controls or a related field are preferred.
  • Demonstrated ability to analyze technical information and apply regulatory requirements to real-world situations.
  • Willingness to travel occasionally for training, professional development, and meetings with federal agencies or external partners.

Preferred Qualifications

  • Demonstrated interest or experience working with emerging technologies and evaluating technical activities within the context of U.S. export control and related regulations.
  • Ability to learn and apply complex regulatory requirements while working across diverse scientific, engineering, and technical disciplines.
  • Strong written and verbal communication skills with the ability to clearly explain regulatory requirements to researchers, engineers, and other technical staff.
  • Experience collaborating with multidisciplinary teams and building productive working relationships with technical and administrative stakeholders.
  • Advanced degree or additional relevant professional experience is desirable. Nuclear degree/industry experience would be highly desirable.
  • Willingness to review scientific publications, technical reports, presentations, and other research products outside one's primary area of expertise.
  • Self-motivated professional with the ability to work independently, manage multiple priorities, and contribute effectively within a collaborative team environment.
  • Strong interpersonal and organizational skills, including the ability to communicate compliance positions, negotiate regulatory issues, and assist in developing and delivering compliance training.
  • Demonstrated ability to work with minimal administrative support while effectively managing assigned responsibilities.
