About the role

Join HII Mission Technologies in Colorado Springs, CO as an Exercise Interagency Planner (Mission Assurance 5). In this role, you will design and inject realistic exercise scenarios and integrate interagency partners—federal law enforcement, state and local agencies, and other governmental organizations—into large-scale joint exercises. Your work will test a unit’s ability to operate in a complex, multi-domain environment and sharpen decision-making across military and non-military stakeholders.

Responsibilities

  • Develop and script Master Scenario Events Lists (MSELs) that incorporate military intelligence, law enforcement, public health, and diplomatic injects.
  • Cook up realistic whole-government effects by coordinating participation of interagency partners (FBI, DHS, NGB, state fusion centers, local emergency management, etc.).
  • Apply Joint Intelligence Preparation of the Operational Environment (JIPOE) and PMESII analysis to craft threat vignettes and environmental overlays.
  • Liaise with J2 (Intelligence), J3 (Operations), J5 (Plans), and J7 (Training) cells to synchronize intelligence inputs, targeting data, and scenario pacing.
  • Monitor exercise execution, adjust interagency activities on-the-fly, and coordinate with the Exercise Control Group to maintain narrative coherence.

Requirements

  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • 9 years of demonstrated experience in exercise planning at Combatant Command or Joint Staff level.
  • Proficiency in JIPOE, Joint Exercise Life Cycle, MSEL development, and scripting tools.
  • Track record coordinating federal, state, and local agency participation in training or operations.
  • Strong analytic, writing, and presentation skills for translating complex situations into actionable scenario injects.
  • Active TS/SCI security clearance required.

Preferred Requirements

  • Prior service as an exercise planner or white-cell SME at a Combatant Command J2, J5, or J7 directorate.
  • Completion of Joint Intelligence staff college or accredited exercise control courses.
  • Certifications in FEMA Incident Command System (ICS-300, ICS-400) or equivalent interagency training.
  • Experience integrating non-kinetic effects (cyber, public affairs, health crises) into multi-agency scenarios.
  • Active TS/SCI.
  • Previous experience as an action officer (or civilian equivalent) at NORTHCOM.
  • Military background as a special activities planner, or liaison with civilian agencies.

Pay

The anticipated salary range for this role is $106,124.00 - $160,000.00.
