The Role
The EVP will have primary responsibility and accountability for Plenary Americas’ investment in Plenary Broadband Infrastructure ("PBI"), a joint venture between Plenary Americas and Tikehau Star Infra. The EVP will serve as a member of PBI’s Executive Committee, representing Plenary Americas. PBI owns, develops, operates, maintains, and commercializes middle-mile fiber routes for hyperscalers, telecom carriers, fiber-to-the-home (FTTH) providers and data center operators, including unique routes along the entire Pennsylvania Turnpike Right-of-Way (ROW) and major roadways on the North Carolina and Georgia DOT interstate highway systems.
Key Responsibilities
- Serve as Plenary Americas' representative on the PBI’s Executive Committee and lead active sponsor oversight on behalf of Plenary Americas;
- Strategic and proactive leadership of Plenary America’s long-term equity interest in PBI, resulting in successfully meeting or exceeding forecasted returns and driving long-term value accretion;
- Collaborating with PBI senior management to drive long-term value growth and risk management
- Support PBI management in structuring and winning material hyperscale deals — including pricing strategy, contract architecture, and executive-to-executive relationship management
- Build and maintain a trusted senior-level network across the hyperscale ecosystem
- Engage with senior state DOT leadership and other public agencies granting right-of-way access to PBI's network
- Drive material RFP proposals for new DOT and similar routes, working alongside PBI management on bid strategy, pricing, partnership structuring, and government relations
- Apply Plenary's broader public-private partnership expertise to the unique characteristics of DOT-led fiber procurements
- Support PBI management negotiations of major procurement, EPC, and O&M contracts where senior sponsor involvement adds value
- Lead PBI-related M&A activity from origination through diligence, structuring, and closing — including tuck-in acquisitions, strategic partnerships, and future financing
- Identify and evaluate additional opportunities within U.S. digital infrastructure that may be appropriate for PBI or Plenary Americas more broadly
- Full ownership of Plenary Americas’ long-term financial forecasting in respect of PBI and working with PBI senior management to review and approve budgets and financial reporting results;
- Overseeing and helping assess planning and execution of critical PBI operational performance and material capital projects, including business case assessment and measuring forecasted returns and delivery schedule against actual results;
- Engaging with PBI senior management to assess personnel resource planning;
