As a member of the senior executive staff, the Executive Vice Chancellor (EVC) for Administration & Finance (A&F) reports directly to the Chancellor and serves as the chief operating, business, and administrative officer of UMass Chan. The incumbent oversees finance, budgeting, financial reporting, sponsored projects, research administration (including post and pre-award), facilities management, supply chain management, auxiliary enterprises, human resources, information technology and reporting, and technology transfer and licensing. The EVC of A&F is the primary strategic partner to the Chancellor in the business operations of UMass Chan, setting and executing business strategy and identifying opportunities for revenue growth and expense containment.

Responsibilities

  • Sets the financial strategy and business operations of UMass Chan in accordance with University policy.
  • Directly oversees functional units within Administration and Finance, including: Finance, Research Administration, Facilities Management, Information Technology, Human Resources, and Technology Transfer, Entrepreneurship, and Licensing.
  • Serves as a member of the Chancellor’s leadership team; establishes and achieves short- and long-term institutional goals aligned with the college’s and university’s strategic and operational plans.
  • Coordinates A&F activities with other divisions, departments, and outside agencies; provides staff assistance to the President and Chancellor; prepares and presents reports and correspondence.

Business Development, Strategy, and Planning

  • Partners with the Chancellor on strategic planning, identifying areas of strategic growth, expense control, and new revenue-generating ventures, initiatives, or partnerships.
  • Explores and identifies new business and revenue opportunities for UMass Chan that align with its strategic goals and mission, including all necessary due diligence.
  • Presents business opportunities to the Chancellor and/or Presidents Office with clearly articulated business plans, investment requirements, and short- and long-range ROI potential.
  • Works with internal and external partners to develop investment opportunities supporting UMass Chan’s goals and mission.
  • Assists the Chancellor and other stakeholders with fundraising initiatives, supporting budget and goals around fundraising targets.

Relationships, Collaboration, and Leadership

  • Serves as chief liaison with UMass Memorial Health Care (UMMHC) on shared services, funds flow, joint ventures, collaborative investments, and other business-related matters.
  • Collaborates with peers at other UMass campuses and A&F leadership at the UMass Presidents Office (UMPO).
  • Cultivates and establishes positive relationships with key internal and external stakeholders, including academic leadership, clinical partners, university leaders, and community and government leaders.
  • Represents A&F to outside groups and organizations; participates in community and professional groups and committees; provides technical assistance as needed.
  • Fosters an environment that embraces diversity, integrity, trust, and respect; acts as an integral team player with flexibility, cooperation, and communication.
  • Mentors and leads the executive team overseeing functional areas within A&F, setting performance standards to foster a culture of operational and service excellence.

Finance

  • Directly oversees finance and research administration functions at UMass Chan.
  • Sets and presents the institution’s annual operating budget; directs forecasting of funds for staffing, equipment, materials, and supplies; monitors and approves expenditures.
  • Develops and implements reporting and controls to ensure compliance with university policies and procedures.
  • Provides financial oversight and leadership to all campus units, ensuring growth opportunities are fiscally sound and compliant with policies.
  • Provides financial forecasts, capital budgeting, and long-range development and financial planning for major and minor projects.
  • Manages long-range financial forecasts aligned with the Chancellor’s and President’s strategic goals.
  • Prepares financial statements and reports for the Chancellor and Presidents Office as needed.
  • Oversees development and maintenance of internal controls to safeguard financial integrity and ensure compliance with federal, state, and system regulations.

Operations

  • Oversees and sets the strategic direction for non-financial operations at UMass Chan, aligning resources with strategically relevant programs, projects, and initiatives, particularly in people, space, and technology.
  • Directs, oversees, and participates in the development of A&F’s work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.
  • Supervises and collaborates with facilities leadership to obtain information and make recommendations on capital projects, long-term capital plans, and deferred maintenance programs.
  • Leads the high-level people strategy at UMass Chan to attract and retain top faculty and staff locally, nationally, and globally.
  • Oversees and sets the direction for IT infrastructure, services, and support to enable faculty and staff work, including establishing and executing short-, medium-, and long-term IT capital plans.
  • Researches and prepares relevant dashboards, reporting, and metrics to inform strategic planning and decision-making.
  • Ensures recommended university policies and procedures comply with state statutes and Board policies; develops and reviews campus-specific policies in collaboration with the Chancellor and senior leadership.

Requirements

  • A Bachelor’s degree in Business Administration or a related field from an accredited institution of higher education; a Master’s degree is preferred.
  • Minimum of 10 years of experience in senior-level finance and/or operations leadership positions within the healthcare industry, preferably in academic medicine.
  • Creative and strategic thinker with a strong track record of participating in, developing, and implementing strategic plans at large, complex institutions.
  • Superior analytical skills with demonstrated experience setting KPIs or other measures of success related to strategic planning and goal-setting.
  • A leader of unquestioned integrity who enthusiastically supports UMass Chan’s mission, unique identity, and vision for the future.
  • Political savvy and excellent communication and collaboration skills with high emotional intelligence (EQ).
  • Collaborative leadership and team-building skills; flexibility and creativity in adapting models and processes to changing business and market realities.

  • Ability to negotiate and exchange ideas, communicating technical concepts and analyses to varied audiences within and outside the University.
  • Demonstrated knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
