Executive Director Diagnostics and Biologics

Sales$204k–$216k/yrFull-time
We need to output HTML fragment with sections: About the role? The posting includes Job Summary, Qualifications, Major Duties, Position Start Date, Position Close Date, Salary Offered. Also mentions benefits? Not specific. So we include sections: About the role (maybe from Job Summary), Responsibilities (Major Duties), Qualifications (ECQs and TQ), Pay (salary range), Schedule? Not given. Benefits? Not specific. So we include only sections with real content. We must not repeat job title as heading. Use

for each section heading. Use
  • for lists. Use

for prose. We need to preserve all substantive info, not invent. Remove boilerplate like EEO, application instructions, navigation, cookie, legal, duplicated lines. Also remove "Visit http://www.opm.gov/ses/ for additional information and benefits for SES employees." That's maybe a link but it's not boilerplate? It's a reference; we could keep as part of prose? It's not boilerplate but it's a link. We can keep as part of

. However we need to remove duplicated lines. There's some duplication: "The Senior Executive Service (SES) is comprised..." etc. Keep once. We need to format salary: $204,122 - $216,010 per year. Also Position Start Date and Close Date. We need to include ECQ list (5 items) each with description and competencies. Could be

    • each ECQ with sublist? Probably just list ECQ headings as
    • and include description inside. Could also nest
        . But requirement: Use
        • for any list of duties/requirements/benefits. So we can use nested lists. Qualifications section: include the ECQs and TQ. Also mention resume-only, page limit, etc. We'll include as prose and lists. Major Duties: list each duty as
        • . Let's craft. Structure:

          About the role

Job Summary: This position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level II with a salary range of $204,122 - $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Visit http://www.opm.gov/ses/ for additional information and benefits for SES employees.

But salary also separate Pay section; we might avoid duplication. However we need to preserve all substantive info; duplication okay? Might be okay but we could keep salary in Pay section and not repeat in About. But About includes salary range; we could keep it there and also have Pay section? That would duplicate. Better to put salary in Pay section only, and About role includes other summary without salary. Let's extract: About the role: position designated SES Career-Reserved, position level II, exceptions to salary cap may be considered, SES employees eligible for bonuses and performance-based awards, link to OPM for additional info and benefits. Thus:

          About the role

This position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level II. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. For additional information and benefits for SES employees, visit http://www.opm.gov/ses/.

          Now Pay section:

          Pay

The salary range for this position is $204,122 - $216,010 per year.

Schedule: not given, omit. Benefits: not specific beyond bonuses etc. Could include a Benefits section referencing bonuses and performance-based awards? But we already mentioned in About. Could create Benefits section: "SES employees are eligible to receive bonuses and performance-based awards." However that's already in About. To avoid duplication, we could keep Benefits section with that info and remove from About. Let's decide: Better to have Benefits section with that info, and About role without benefits. Let's adjust. About role: position designated SES Career-Reserved, position level II, exceptions to salary cap may be considered, link to OPM for additional info and benefits. Benefits: SES employees are eligible to receive bonuses and performance-based awards. Now Qualifications section: include resume-only, page limit, ECQs, TQ. We'll have prose then list. Let's craft:

          Qualifications

The application process is RESUME-ONLY; do not submit separate Executive Core Qualifications/Technical Qualifications. Candidates must show they possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within a resume not exceeding 2 pages using 0.8‑inch margins and 11‑point font. Resumes over the 2‑page limit will not be reviewed beyond page 2 or may be disqualified. The resume should include examples of experience, education, and accomplishments applicable to the qualification(s). If the resume does not reflect demonstrated evidence of these qualifications, consideration may not be given. There is no requirement to prepare a narrative statement specifically addressing the ECQs or TQs. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

          Executive Core Qualifications (ECQs):

          • Commitment to the Rule of Law and the Principles of the American Founding – Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. (Competencies: Knowledge of the American System of Government, Commitment to the Rule of Law, Civic‑Mindedness)

Technical Qualification (TQ): Applicants must clearly demonstrate in their resume that they meet the following:

          • Describe experiences that demonstrate ability to manage, lead, and leverage a wide range of scientific disciplines to safeguard animal health through diagnostic technologies, interagency coordination, and/or regulatory activities, including strategizing, evaluating, and directing such programs.
          • Describe experiences that demonstrate ability to provide science‑based information and collaborate with policy makers and interested stakeholders.
          Now Responsibilities (Major Duties):

          Responsibilities

          • Provides strategic leadership and recommendations to the Associate Deputy Administrator (ADA) on policies, programs, and operations affecting national animal health diagnostics, biologics, and laboratory activities.
          • Oversees planning, regulatory oversight, and implementation of Diagnostics and Biologics (DB) programs, ensuring alignment of budget, resources, and operational priorities with Veterinary Services’ mission.

          • Provides leadership and supervisory direction to multidisciplinary staff, managing organizational change, delegating authority, setting priorities, overseeing performance, and ensuring effective resource distribution.
          • Serves as a member of the VS Executive Team, contributing expert analysis and policy recommendations on the direction, scope, and implementation of VS programs and initiatives.
          Now Benefits section:

          Benefits

SES employees are eligible to receive bonuses and performance‑based awards.

We might also include link to OPM for additional info and benefits; but we already have link in About role. Could keep. Now we need to ensure we didn't include boilerplate like EEO, application instructions, duplicated lines. We removed "Candidates will not be hired based on their race, sex, color, religion, or national origin." That's EEO boilerplate; remove. Also removed "Please see the full announcement on USAJobs by clicking on the APPLY button!" etc. Also removed "The Senior Executive Service (SES) is comprised..." paragraph (maybe keep as part of About? It's descriptive but could be considered boilerplate? It's about SES generic; but it's substantive? Might be considered generic description; but we can keep if not too generic. However it's not specific to the job; it's generic SES description. Might be considered boilerplate. Safer to remove. We'll omit. Also removed "If you would like to work for a premier agency ..." that's promotional; maybe remove as boilerplate. We'll keep only job-specific info. Now ensure we didn't miss any substantive info: Position Start Date: 09/28/2026 Position Close Date: 10/28/2026. We omitted those! Need to include them. Could be in About role or a separate section like "Important Dates". Since we have no specific heading for dates, we could add a subsection under About role or create a heading "Important Dates". The instruction: use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). They gave examples but not limited to those; we can use other headings if needed. But they said "Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." That suggests we should stick to those headings; but we can also add others if needed? It says "use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." It implies those are typical but not exclusive? Safer to include dates within About role or maybe under a heading "Key Dates" but that's not in list. Might be considered extra heading not allowed. Better to fold into About role paragraph. Add: "The position start date is 09/28/2026 and the closing date for applications is 10/28/2026." Now also we have "Position level II" already. Now ensure we didn't duplicate salary: we have Pay section with salary range. Also we mentioned salary range in About? We removed. Good. Now check for any other substantive info
