About the role
The Executive Director, Business Operations for DLA Weapons Support serves as the principal advisor to leadership and the enterprise integrator, providing strategic direction across the business operations portfolio. This role oversees daily supply chain operations, supply planning, technical data, and customer operations, while orchestrating programs and resources to optimize performance, drive organizational transformation, and ensure the resilience of the global CLIX supply chain.
Responsibilities
- Strategic Leadership and Enterprise Integration: Serves as the lead execution agent for business operations, supporting the development and execution of tactical weapons support workload in accordance with the strategic sourcing plan to meet current and future Class IX requirements while maintaining disciplined and auditable process controls. Coordinates with the Executive Director, Acquisition to create a cohesive and efficient business ecosystem.
- Executive Oversight of Business Operations: Directs the holistic assessment and management of the end-to-end supply chain. Provides executive oversight for operational performance, fiscal compliance, business processes, engineering support, and customer operations, including forward presence at Service industrial sites such as shipyards, Air Logistics Centers, and Fleet Readiness Centers. Establishes analytical frameworks to measure supply chain health, identifies systemic risks, and directs transformative policies and process improvements.
- Sales & Operations Planning (S&OP) Governance: Serves as lead coordinator for the top-level governance process of the Major Subordinate Command S&OP process. Coordinates priorities across the Weapons Support portfolio and makes recommendations to the Commander, via the Deputy Commander, to balance operational demands against fiscal, material, and personnel constraints while optimizing resources.
- Organizational Transformation and Modernization: Serves as the principal architect for business process transformation and modernization. Champions the implementation of new strategies, systems, and business models to drive innovation, enhance operational effectiveness, and ensure long-term adaptability and global competitiveness. Directs the harmonization of critical business processes internal and external to the Major Subordinate Command.
- Senior Advisory and Representation: Serves as the principal senior advisor to the Commander, DLA Weapons Support, providing consultation and recommendations on business operations with worldwide impact. Represents DLA Weapons Support and DLA in executive forums, engaging with high-ranking officials from the Department of Defense, military Services, industry leaders, other Agency Executives, and national and international stakeholders to justify, defend, and negotiate significant or controversial issues.
- Executive Supervision and Leader Development: Exercises full executive leadership and supervision over all Business Operations civilians and military personnel who manage multifunctional teams. Establishes strategic goals and performance expectations, holds subordinate leaders accountable, fosters a culture of continuous improvement and data-driven decision-making, and manages personnel actions while developing the organization’s senior leadership pipeline.
Requirements
- Must be a U.S. Citizen or National.
- Must meet Defense Acquisition Workforce certification and other requirements as a Defense Acquisition Workforce Critical Acquisition Position (CAP)/Key Leadership Position (KLP).
- Must sign a 3-year tenure agreement and a DD Form 2889 CAP/KLP Service Agreement as a condition of employment.
- Must be willing to sign a Reassignment Rights and Obligation Agreement.
- Must meet the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) related to the position.
Qualifications
- Technical Qualifications (TQs):
- TQ 1: Demonstrated executive-level experience in managing and integrating large-scale, global supply chain and logistics operations in support of a broad and diverse portfolio of complex military platforms, requiring in-depth understanding of military Service sustainment and acquisition logistics.
- TQ 2: Expertise in leading a complex business enterprise that balances customer demand management, industry and supplier management, and synchronization through an enterprise-wide analytics-based Sales & Operations Planning (S&OP) integrated business planning process.
- Executive Core Qualifications (ECQs):

Additional information
- This is a Mission Essential (ME) position; the incumbent may be required to report to work during natural disasters, inclement weather, or crises.
- This is a Critical Acquisition Position (CAP) and requires an acquisition certification in Contracting – Professional, Program Management – Advanced, or Life Cycle Logistics (LCL) – Advanced at the highest level, with ten years of experience in an acquisition workforce position.
- The position requires a 3-year tenure agreement and a signed DD Form 2889 CAP/KLP Service Agreement.
- Organizational and geographical mobility is essential; selectees may be subject to reassignment across lines.
- All applicants tentatively selected for DLA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
