Estimator (Electrical)

About the role

The Estimator (Electrical) will report to the Cost Estimating Manager within the Capital Planning Department. Duties include developing and managing estimates efficiently, reviewing design scope criteria, performing quantity take-offs, formulating assumptions, preparing estimate basis and assumption documentation, and preparing cost studies and estimates for electrical capital projects.

Responsibilities

• Ensure estimates are developed and managed in the most efficient and effective manner.
• Review design scope criteria, perform quantity take-offs, formulate undefined scope assumptions and develop cost estimates.
• Prepare estimate basis and assumption documentation.
• Prepare cost studies, complex research, trend estimates, life cycle cost estimates for electrical capital projects and specialized areas or discipline.
• Prepare scope of work, design development, bid and change order phase cost estimates necessary for the planning, construction, repair of structures, or installations for electrical work and other trade discipline as required.
• Prepare quantity surveys and cost evaluations for contract drawings, specifications or contract changes.
• Ensure unit costs and quantities of materials are accurate.
• Establish formal and content summaries and reconciliations, including segregation of cost according to confidence level.
• Prepare basic software generated estimates for completion and technical accuracy ensuring quality and integrity.
• Prepare contingency and escalation through manual calculations.
• May attend bid openings.
• Prepare estimates for Change Order negotiation by analyzing awarded electrical contract breakdown, along with verifying itemized costs against the scopes of work and construction document packages.
• Review change order proposals for quantities and fair price; ensure that the costs of project stay within budget.
• Review and analyze contract cost estimates/delay claims prepared by external consultants for accuracy and reasonableness; perform reconciliation and make recommendations.
• Recommend, coordinate, and update current cost variations for the project cost trend program, price library, NYCHA historical database, and other reference material.

Requirements

• A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience in electrical estimating work on construction projects.
• Education and/or experience equivalent to “1” above, with up to four years of acceptable experience.
• Undergraduate college credit can be substituted for experience on the basis of 30 credits leading to a baccalaureate degree from an accredited college in electrical engineering or electrical engineering technology for one year of experience.
• Full-time satisfactory experience in electrical engineering will be credited on a year for year basis up to a maximum of five years of acceptable experience.
• Knowledge and experience with public sector NYC construction market conditions.
• Proficiency with Microsoft Excel software to prepare summary estimates and analysis of deviations from architect/engineer estimates and from actual bids.
• Excellent written, verbal communication and interpersonal skills.
• Proficiency with e-Builder Construction Program Management and Bluebeam software program.
• Five to ten years of experience as a construction estimator with electrical experience.

Qualifications

• Two years of full-time satisfactory experience in electrical estimating work on construction projects.
• Four years of acceptable experience in electrical estimating work on construction projects.
• Five years of acceptable experience in electrical estimating work on construction projects.

Skills

• Ability to perform detailed work under time-sensitive deadlines.
• Ability to work collaboratively with others in performing scope, design development, bid and change order cost estimating duties in a variety of trade disciplines.
• Knowledge and experience with public sector NYC construction market conditions.
• Proficiency with Microsoft Excel software to prepare summary estimates and analysis of deviations from architect/engineer estimates and from actual bids.

Pay

$100,000.00 – $106,000.00
