About the role

RCC is seeking an experienced Heavy Civil Estimator to join and help grow our Baltimore/Washington, D.C. operation. This is an opportunity for an estimator who wants more than simply producing bids—you’ll have a meaningful role in identifying opportunities, developing competitive estimates, and helping expand RCC’s presence throughout the Mid-Atlantic region. As a 100-year-old, employee-owned heavy civil contractor, RCC performs complex infrastructure work involving bridges, roadways, rail, utilities, and related civil construction. The Baltimore/DC team offers the opportunity to combine the resources and stability of an established contractor with the visibility and impact of a growing regional operation.

Responsibilities

• Lead preparation of competitive estimates and bid proposals for heavy civil projects.
• Review plans, specifications, and contract documents to identify scope, risk, schedule requirements, and opportunities.
• Develop detailed quantity take-offs and pricing for labor, equipment, materials, and subcontracted work.
• Apply construction means, methods, and production assumptions to develop accurate, executable estimates.
• Solicit, evaluate, and level subcontractor and supplier quotations.
• Analyze historical cost and production data to strengthen bid strategy and pricing.
• Participate in bid reviews, strategy discussions, and post-bid analysis.
• Develop preliminary schedules, project budgets, and supporting bid documentation.
• Build relationships with owners, engineers, subcontractors, and suppliers throughout the Baltimore/DC market.
• Visit project sites and pre-bid meetings to evaluate conditions, logistics, and construction approach.
• Support the continued growth of RCC's Mid-Atlantic operation.
