About the role

Filanc is an award-winning, general engineering and design-build contractor that constructs, renovates, and expands water and wastewater treatment, biosolids management, and waste-to-energy facilities throughout the Western United States. The Estimator will assist the Estimating team in all aspects of the bid/estimating process from the review of plans and specifications, estimating material cost and craft labor productivity, soliciting and negotiating prices from subcontractors/suppliers through the completion of the bid/estimating effort for a variety of water/wastewater treatment and infrastructure projects. Approximately 95 % of time is spent in the office environment using computers (frequent use of MS Office tools, Timberline, telephones, and general office equipment). About 5 % of time may be spent outside the office at job walks, site visits, training, seminars, etc.

Responsibilities

• Perform quantity take‑offs
• Apply self‑perform labor man‑hours and productivity to estimates
• Obtain competitive commodity pricing and solicit quotations for specialty equipment and material
• Direct, coordinate and provide access to information and documents to subcontractors and solicit subcontractors bids
• Perform reviews with subcontractors and vendors to verify scopes of work and ensure scope and price are complete
• Evaluate the lowest cost, qualified subcontractor/bid
• Communicate with engineers to clarify scope of work, materials, schedule requirements and document these clarifications
• Participate in proposal development and actively participate in the internal estimate review process
• Assist with final assembly of estimate including proposal presentation
• Collect and organize all bid information for future reference
• Prepare summary of bid hand‑off on successful bids
• Explain scope and cost estimate for project presentation
• Aid in maintaining historical data
• Participate in buy‑out of subcontracts and material purchase orders
• Support project management team in pricing and negotiating change orders
• Perform other duties as assigned by the manager or designee

Qualifications

• Bachelor’s degree in construction management, engineering or related field or comparable field experience and training
• Minimum of eight (8) years construction experience with at least four (4) years estimating in water/wastewater or heavy civil industry
• Design‑build and Construction Manager at risk experience a plus
• Proficiency in Microsoft Office suite (Outlook, Word, Excel, PowerPoint, etc.) and use of the internet
• Timberline experience desirable
• Planswift experience helpful
• Excellent customer service and interpersonal skills
• Strong attention to detail
• Ability to work independently and as part of a team
