Key Responsibilities
- Lead and manage the estimating team supporting the Port Authority Bus Terminal program
- Establish estimating strategies, standards, and workflows aligned with program objectives
- Provide mentorship, training, and technical oversight to estimators and project controls staff
- Cookordination across project controls, scheduling, and construction management functions to ensure alignment
- Oversee development of comprehensive cost estimates across all phases (conceptual, schematic, design development, and construction)
- Analyze project risks, escalation, and contingencies to support budget forecasting and capital planning
- Maintain and enhance cost databases, benchmarks, and historical cost data
Stakeholder Coordination
- Interface with the Port Authority, design teams, contractors, and consultants to validate assumptions and align cost strategies
- Lead cost review meetings, value engineering sessions, and estimate reconciliation efforts
- Provide clear and actionable cost reporting and presentations to executive stakeholders
Procurement & Change Management
- Support procurement strategy development, including bid packaging and cost opinions
- Oversee contractor bid analysis, leveling, and recommendation processes
- Lead evaluation of change orders and claims, including pricing of scope changes and cost impacts
Program & Project Controls Integration
- Ensure alignment between estimates, project schedules, and financial forecasts
- Collaborate with project controls teams to support cost tracking, earned value analysis, and reporting
- Monitor project performance and recommend corrective actions to maintain budget adherence
Required Qualifications
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience)
- 12+ years of progressive experience in construction estimating for large-scale infrastructure or transportation projects
- Proven experience leading estimating teams on complex capital programs
- Strong knowledge of construction methods, materials, and cost drivers
- Demonstrated experience developing detailed cost estimates across multiple project phases
- Excellent analytical, organizational, and leadership skills
Preferred Qualifications
- Experience supporting transit, aviation, or large public agency programs (e.g., Port Authority, MTA, DOT)
- Familiarity with alternative delivery methods (Design-Build, CM/GC, PPP)
- Proficiency with estimating and project controls tools (e.g., CostX, RSMeans, Primavera, eBuilder, Kahua)
- Professional certifications such as AACE Certified Cost Professional (CCP)
Compensation Range
$149,671.54 - $171,053.19
