About the role

The incumbent will oversee the construction portfolio for projects at the New York State Capitol and Empire State Plaza, requiring daily supervision, coordination, and long-term strategic planning. This role involves engaging with high-level agency representatives, department heads, and officials, as well as communicating effectively with both internal and external stakeholders across multiple units and agencies. A high level of discretion and professionalism is essential.

Responsibilities

  • Maintain constant communication with the Client (OGS Division of Real Estate) Leadership Team and OGS Design and Construction (D&C) Executive Level Staff to provide status updates on projects under construction, projects in the design phase, future project requests, and assist with technical construction questions and warranty issues for projects at the Capitol, Cultural Education Center (CEC), and Empire State Plaza (ESP).
  • Coordinate with NYS Police, City of Albany Traffic Control, Police Department, Fire Department, and City & Sewer Department Directors to facilitate OGS D&C project coordination.
  • Maintain frequent communications with:
    • Director of Plaza Operations, Utilities, State Fire, and OGS Events for project coordination.
    • Albany Utilities Director to coordinate steam, power, and HVAC shutdowns.
    • NYS Assembly, Senate Operations Directors, Division of Budget, and Governor’s office personnel.
    • OGS DRE Safety Officer to address health-related concerns.
  • Communicate with building occupants in conjunction with OGS DRE to ensure understanding of proposed projects and associated work or inconveniences.
  • Maintain ongoing contact with the project team during design and construction phases to ensure compliance with contract documents and coordinate change management.
  • Recommend and coordinate actions to resolve impediments to timely project completion.
  • Provide updates on construction projects within OGS D&C Construction.
  • Verify all construction work at the Capitol, CEC, and ESP aligns with DRE’s policies and direction, and communicate updates to OGS D&C Executive staff and the OGS Commissioner.
  • Update OGS D&C executive staff and attend site visits to communicate project progress.
  • Review projects to minimize noise, service disruption, and agency inconvenience, ensuring secure sites and proactive measures to reduce complaints.
  • Leverage strong knowledge of the Capitol, CEC, and ESP infrastructure, upcoming events, and past issues to assist in preparing construction documents and identifying potential conflicts.
  • For upcoming projects:
    • Assess logistics and feasibility, and communicate requirements with the D&C design team and consultants.
    • Verify that ongoing or bid-phase projects do not conflict with proposed projects, and recommend scheduling adjustments if needed.
  • For ongoing projects:
    • Routinely communicate with the Area and Regional Supervisor, project team, and OGS design to review project status and schedules.
    • Coordinate upcoming activities with Empire State Plaza Events, Building Managers, Grounds department, Parking Services, Maintenance shop, and building maintenance personnel to avoid delays.
  • Investigate client-declared emergency projects to determine eligibility under Emergency Project criteria or recommend alternative contracting mechanisms (e.g., unit price contracts, JOCS, Q, or 40000 series projects).

Requirements

  • Bachelor’s degree and five years of relevant experience.
  • Substitutions:
    • Four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for a bachelor’s degree.
    • A J.D. or master’s degree may substitute for one year of specialized experience.
    • A Ph.D. may substitute for two years of specialized experience.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicles or the capacity to meet the transportation needs of the job.
  • Travel may be required (approximately 25%).

Preferred Qualifications

  • Experience with OGS Design and Construction contracts and contracting mechanisms.
  • Knowledge of the interworking of the Capitol, Cultural Education Center, and Empire State Plaza infrastructure.
