This position supports the successful development and administration of a variety of EEO and Workplace Violence Prevention (WVP) programs, ensuring Cal OES compliance with various laws, rules, and policies.

The Analyst II serves as a Subject Matter Expert (SME) in civil rights and EEO programs, administering initiatives such as workforce demographic analysis, training campaigns, the Upward Mobility (UM) Program, the Limited Examination and Appointment Program (LEAP) for people with disabilities, language access services, and managing EEO compliance for Cal OES grantees. This role also supports the investigatory process by handling consultations, intakes, and less complex investigations, and acting as a liaison for external investigators.

The secondary function involves supporting WVP Plan implementation through coordination with team members, record maintenance, and investigative support.

Working Conditions: This position is eligible for a hybrid work schedule. Additional in-office days may be required based on business needs. Employees may be contacted outside normal working hours (evenings, nights, weekends, and holidays) in the event of an emergency and may be required to work irregular hours, relocate to emergency sites, or travel extensively with little advance notice.

Responsibilities

• Support and administer EEO programs, including workforce demographic analysis, training campaigns, and the Upward Mobility (UM) Program.
• Manage the Limited Examination and Appointment Program (LEAP) alternative hiring process for people with disabilities.
• Oversee language access services and ensure EEO compliance for Cal OES grantees.
• Handle consultations, intakes, and less complex investigations, and act as a liaison for external investigators.
• Support Workplace Violence Prevention (WVP) Plan implementation, including coordination with team members and record maintenance.
• Create and maintain records related to EEO and WVP programs.
• Respond to emergency operations as required, including irregular work hours, travel, or relocation to emergency sites.

Requirements

This position is designated under the Conflict of Interest Code and requires completion of Form 700 within 30 days of appointment.
