About the role
This Equal Employment Manager position is within the Executive Director's service at the VA Bedford Healthcare System located in Bedford, Massachusetts. It is permanent and full-time at 40 hours per week.
Responsibilities
- Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan;
- Captains Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity;
- Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies and decisions;
- Manages the EEO complaints processes. Assures formal complaints are processed within established time limits and in accordance with published regulations and policies;
- Assumes responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies;
- Develops and promotes EEO program publicity and reference materials insuring the EEO program is communicated to the workforce;
- Performs a systematic evaluation of program activities and functions to measure the degree of success of program efforts; then recommends changes in program methods and approaches based on evaluation results;
- Performs other duties as assigned.
Requirements
- Open to Career transition (CTAP, ICTAP, RPL), Individuals with disabilities; Federal employees serving in the Competitive Service on Career or Career-Conditional appointment or in the Excepted Service with an Interchange Agreement; Permanent Title 38 employees employed on a full time basis; Former federal employees eligible for reinstatement; 30% Disabled Veterans, Veterans Employment Opportunities Act (VEOA), or based on completion of service in the Peace Corps.
Qualifications
- To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026.
- Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
- GS-12 Grade requirements:
- Applicants must have at least one year of specialized experience at the next-lower grade GS-11.
- Experience includes, but is not limited to:
- Providing leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan;
- Coinciding Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity;
- Preparing complete and timely reports on pre-complaint counseling activities, the status of formal complaints and the disposition of complaints closed for various levels of higher authority;
- Defining EEO problem areas, identifies reasons for problems and drafts specific action items to treat the causes of problems, etc.
