General Purpose of Job

The Environmental Specialist is responsible for maintaining compliance with federal, Louisiana, and facility requirements governing wastewater, stormwater, hazardous and nonhazardous waste, used oil, universal waste, and spill prevention. The specialist supports the site's ethylene manufacturing operations, wastewater-treatment system, maintenance activities, laboratories, contractors, and capital projects.

Responsibilities

  • Water and wastewater compliance
    • Serve as the primary environmental contact for the facility's Louisiana Pollutant Discharge Elimination System (LPDES) permit.
    • Maintain a detailed compliance calendar containing all sampling, monitoring, inspection, certification, notification and reporting deadlines.
    • Review the LPDES permit and translate its requirements into operating procedures, sampling plans and operator checklists.
    • Review wastewater-treatment data, laboratory results and operating trends.
    • Identify results approaching permit limits and initiate corrective action before an exceedance occurs.
    • Validate flow totals, composite-sampling periods and monthly-average calculations.
    • Prepare, review and submit Discharge Monitoring Reports through EPA NetDMR or the applicable LDEQ reporting system.
  • Stormwater compliance
    • Administer the facility's industrial stormwater requirements and Stormwater Pollution Prevention Plan (SWPPP).
  • Spill prevention and response
    • Maintain and implement the facility Spill Prevention, Control and Countermeasure plan where applicable.
  • Hazardous-waste compliance
    • Serve as the facility's program owner or principal technical resource for Resource Conservation and Recovery Act.
  • Nonhazardous and special-waste management
    • Manage nonhazardous industrial waste, wastewater-treatment sludge, contaminated soil, spent chemicals, debris, scrap materials and other plant wastes.
  • Compliance assurance and reporting
    • Conduct routine field inspections of wastewater, stormwater and waste-management activities.
    • Perform formal compliance audits against: LPDES permit conditions, RCRA requirements, Louisiana hazardous- and solid-waste regulations, SWPPP requirements, SPCC requirements, and facility environmental procedures.
  • Data management and recordkeeping
    • Maintain the environmental compliance calendar.
    • Maintain electronic and hard-copy records according to regulatory and corporate retention requirements.
    • Ensure data entered into corporate systems agrees with source documents and agency reports.
    • Track at minimum: wastewater flow and analytical results, DMR calculations and submissions, stormwater inspections and sampling, waste generation and shipment quantities, waste profiles and determinations, manifests and disposal certificates, inspection findings, spill events, training completion, instrument calibration, and corrective-action status.

Requirements

  • Bachelor's degree in environmental science or related field.
  • Minimum of 3-10 years' relevant environmental or sustainability experience in a petrochemical/refining facility and/or corporate office.

Skills

  • Proficiency with SAP, Internet, Email, and Microsoft Office programs.
  • Experience with State of Louisiana environmental requirements.
  • Experience with RCRA regulations, SPCC, and general knowledge of Clean Water Act.
  • Experience with TCEQ Regulatory Databases preferred.
