Environmental Scientist Transportation Specialist

Full-Time position located at 195 North 1950 West, Salt Lake City, Utah, 84116. Salary ranges from $25.90 to $53.87 hourly, depending on job level. Background check required.

About The Role

The Division of Waste Management and Radiation Control (DWMRC) is seeking a Transportation Specialist to provide oversight of the Generator Site Access (GSA) program, enforce regulations, and determine state and federal compliance for hazardous materials arriving in Utah for radioactive waste disposal. This role involves representing the Division in all aspects of hazardous material and radioactive waste transportation via rail and truck, including administration and enforcement of safety regulations for shippers, consignees, permittees, and agents.

Responsibilities

• Plan and conduct periodic inspections of hazardous material truck and rail shipments to ensure compliance with applicable regulations, state rules, and license conditions.
• Investigate shippers, generators, permittees, and consignees regarding packaging, marking, labeling, shipping procedures, and documentation of hazardous materials.
• Conduct investigations of non-compliant actions, develop evidence of violations, collect and document information, interview witnesses, analyze findings, and write detailed reports.
• Inspect bulk and non-bulk packages containing waste or hazardous materials to ensure package integrity and report unintentional releases or radioactive contamination.
• Perform radiological surveys of packages, transport vehicles, and conveyances using instrumentation to measure contamination and dose.
• Interface and collaborate with transportation industry representatives, permittees, and radiation safety officers.
• Provide technical expertise in hazardous materials shipments.
• Prepare daily inspection reports and input data into a database summarizing observations and findings.
• Investigate accidents or incidents resulting in safety concerns, determine probable cause, and report regulatory non-conformities.

Requirements

• Minimum 2+ years of experience in Environmental Science, preferably specializing in Health Physics or radiation protection.
• Ability to work independently, prioritize tasks, and adapt to changing priorities.
• Experience analyzing information or data to identify underlying principles, reasons, or facts and draw conclusions.
• Experience working around railroad and trucking equipment with familiarity of industry safety standards.
• Physical capability to climb equipment and carry instrumentation during inspections in inclement weather.
• Proficiency with modern office software, including word processing, database, and spreadsheet applications.

Qualifications

Preferred Qualifications:

• Knowledge of U.S. Department of Transportation, Title 49 Code of Federal Regulations Parts 100-177.
• Bachelor's degree or higher in Chemistry, Chemical Engineering, Health Physics, Environmental Science, Environmental Management, or a closely related field from an accredited school.
• Certification as a Certified Health Physicist by the American Academy of Health Physics.
• Registration with the National Registry of Radiation Protection Technologists.
• 40-hour OSHA HAZWOPER certification.
• Knowledge of principles, practices, and administration of radiation safety programs, including statutes, rules, and standards.
• Knowledge of operation and calibration of radiation detection instrumentation for penetrating and non-penetrating radiation, including analytical instrumentation and procedures.
• Knowledge of biological effects of radioactive material and associated internal dosimetry.
• Ability to perform calculations related to radiation dose, shielding, and risk analysis associated with operating procedures.

Supplemental Information

• Position involves risks requiring special safety precautions and/or equipment (e.g., working around operating machinery, hazardous chemicals).
• Work requires physical exertion, including standing, walking on rough surfaces, bending, crouching, stooping, stretching, reaching, and lifting moderately heavy items (up to 50 lbs.) recurrently or for extended periods.

Pay

Salary depends on job level within the series:

• Environmental Scientist I: $25.90 - $38.90 per hour
• Environmental Scientist II: $30.47 - $45.78 per hour
• Environmental Scientist III: $35.85 - $53.87 per hour
