ENVIRONMENTAL SCIENCE, WILDFIRE SAFETY, POLICY & REGULATORY ANALYSIS — OFFICE OF ENERGY INFRASTRUCTURE SAFETY (SACRAMENTO, OAKLAND & LAKEWOOD, CA)

About the role

Various positions are available within the Office of Energy Infrastructure Safety in Sacramento, Oakland, or Lakewood, CA.

Senior Environmental Scientist (Specialist)

Responsibilities

• Review and evaluate vegetation management-related aspects of electric utility Wildfire Mitigation Plans (WMPs).
• Lead the development of utility vegetation management best practices for wildfire safety and related Guidelines.
• Assess performance in meeting vegetation management-related commitments described in WMPs.
• Ensure utilities reduce their risk of igniting catastrophic wildfires through regulatory filings, utility procedures, data analysis, audits, field inspections, and published findings.
• Engage with utilities and interested parties as a subject-matter expert in utility vegetation management and environmental policy related to wildfire risk reduction.
• Collaborate with the Compliance Assurance, Electrical Safety Policy, and Data Analytics Divisions.
• Develop and maintain relationships with Federal, State, and local agency partners.
• Serve as an environmental science subject-matter expert supporting other Energy Safety Divisions.
• Occasional travel may be required.

The Environmental Science Division evaluates vegetation management aspects of utility WMPs, analyzes reported data, performs audits, conducts field inspections, and publishes findings.

Policy Specialist

Responsibilities

• Develop standards and regulations related to excavation safety and implement the Dig Safe Act.
• Lead the Underground Safety Board’s (Board) Annual Report and implementation of the Board’s fee.
• Support complex analysis to develop excavation safety policy recommendations for the Board to improve public and worker safety.
• Provide technical expertise and assistance in support of the Underground Safety Board’s mission, vision, and goals.
• Prepare and monitor a variety of documents independently, using sound logic and objectivity.
• Develop strong working relationships with stakeholders.

The work produced is highly visible and will be scrutinized by senior management, executive staff, and external stakeholders due to its direct implications for the excavation industry.
