Environmental Restoration Project Manager

About the role

The experienced Environmental Restoration Project Manager supports the Federal Environmental Consulting Services business line and oversees a range of environmental projects for Federal, state, and municipal clients. Key clients include the US Army Environmental Command, US Army Corps of Engineers, Naval Facilities Engineer Command, Defense Agencies, Veterans Affairs, and other Federal agencies. This position is based at Joint Base San Antonio (Fort Sam Houston Area) with some flexibility for remote work.

Responsibilities

• Plans and manages environmental remediation projects from conception to completion, maintaining consistent communication with stakeholders.
• Maintains project timelines, budgets, and resources to meet project goals.
• Conducts site assessments, analyzes data, and recommends solutions to environmental hazards.
• Provides guidance on environmental best practices and regulatory compliance.
• Supports programmatic functions, ensuring proper identification and assignment of cleanup projects, and tracking their completion.
• Assists clients in identifying new requirements and assists in annual reporting and tracking requirements.
• Prepares technical reports, including audits and field investigations, and reviews technical documents for accuracy.
• Coordinates field activities and schedules with property/facility owners/operators.
• Ensures contractor, consultant, and employee work meets Salas O’Brien and regulatory standards.
• Maintains 90% billability.
• Performs other related duties as assigned.

Qualifications and Experience

• Professional Engineer (PE) preferred, or Professional Geologist (PG) with relevant environmental experience; OR Bachelor’s degree or higher in Environmental Science, Environmental Engineering, Geology, Hydrogeology, Biology, Ecology, Chemistry, or Natural Resources.
• Minimum of 2 years’ full-time work experience in environmental restoration, RCRA corrective action, and CERCLA responses.
• Experience supporting Federal environmental programs preferred.
• Excellent knowledge of environmental regulations, particularly CERCLA, RCRA, TSCA, and NEPA programs.
• Demonstrated knowledge of regulatory program areas including CERCLA Site Investigations/Remedial Investigations, CERCLA Feasibility Studies, CERCLA response actions, RCRA Facility Investigations, RCRA Corrective Measure Studies, and RCRA Corrective Action.
• Proficiency with ASTM International Standards pertinent to environmental site assessment and remediation.
• Ability to lift and/or move up to 25 pounds; ability to stand, walk, climb, balance, bend, stoop, kneel, or crawl in indoor and outdoor locations.
• Regular and recurring exposure to moderate risks and discomforts including noise, high or low temperatures, dust and/or exhaust, adverse weather conditions, and occasional exposure to conditions in facilities, laboratories, or construction sites requiring normal safety precautions or some protective clothing.
• U.S. Citizenship required.

• Expertise in technical writing, strategic analysis, and delivering high-quality and results-oriented deliverables.
• Strong communication and outreach skills, stakeholder management, and relationship-building with external partners.
• Experience engaging, communicating with, or working closely with government or military officials, state or local government leaders, and other critical stakeholders.
• Project management experience preferred.
• Proficiency in MS Office Suite.
• Ability to use or learn project management and financial tracking programs.
• Ability to build long-term mutually beneficial relationships with clients, partners, and team members.
• Proactive seeking of opportunities to support other Project Managers and develop professional and career interests and related skillsets relevant to Salas O’Brien’s business services.
• Ability to work together on teams, as well as independently, and at on-site public, private, government, and military locations.
